Programme Policy Officer (Partnerships) – SC 8 (one position) Beirut Lebanon

Within delegated authority and under the direct supervision of the Head of Partnerships Unit and the overall supervision of the Head of Programme, the Programme Poicy Officer (Partnerships) will be responsible for the following duties:

 

Undertake negotiations for and prepare project documents with government ministries and other participating agencies;

Organize project planning missions, meetings and briefing sessions to identify and analyze problems and recommend project;

Assess project performance including utilization of resources and achievement of planned targets;

Develop and sustain liaison with key professionals and NGOs engaged in the field of food security;

Oversee preparation and dissemination of timely analytical and critical reports including proposals for improvements in operation and the scope of programmes;

Liaise with project implementing authorities and undertake visits to view project outputs and beneficiaries, inspect storage places and points where WFP commodities are received in the country, in order to ensure that progress is made in the achievement of project objectives;

Provide continuing liaison with bilateral food assistance programmes, with UN agencies and with NGOs providing technical or other forms of assistance to WFP assisted projects.

Ensure compliance with WFP’s policies, criteria and procedures with respect to food assistance;

Assist Programme Advisers in all matters related to the delivery of WFP emergency assistance and bring to the attention of appropriate regional/country staff any administrative constraints arising from rapidly evolving emergency situations in the field;

Maintain records on programme activities, from formulation stage through completion, by extracting relevant information from reports, project committees, budget records and other documentation; make information available for country briefs, country profiles, and other related purposes; ensure project cycle deadlines are met;

Carry out advocacy and information related tasks for project/programme activities such as making interventions and presentations in meetings, workshops, seminars, missions, etc;

Prepare status and progress reports by providing information and background material for use in discussions and briefing sessions;

Participate in discussions on new/revised procedures and practices; interpret and assess the impact of changes and make recommendations on follow-up actions;

Perform other related duties as required, including ad-hoc reporting, meeting minutes, and preparation of project documents.

Minimum Requirements:

  

Education: Advanced University degree in one of the following disciplines: economics, agriculture, international affairs, business administration, social sciences or a field relevant to international development assistance; or First University Degree with additional years of related work experience.

Experience: At least two (2) years of postgraduate professional experience in economics, agriculture, international affairs, business administration, social sciences or any relevant field with at least one (1) year of professional experience closely related to Development and/or Humanitarian Assistance, Partnerships with NGOs and/or Government entities.

Language: Fluency in both oral and written communication in English and Arabic languages.

Additional required skills:

Very good writing and communication skills;

Ability to maintain accurate and precise records and to interpret and analyze a variety of data and resolve discrepancies

Ability to work accurately and systematically;

Ability to identify and resolve data discrepancies and operational.
