Project Overview
Through the British Policing Support Project (BPSP) 2016-19, the United Kingdom supports the Lebanese Internal Security Forces (ISF) to meet the challenges to Lebanon’s stability and public safety. Key strategic elements of the British Policing Support Project (BPSP) relate to mainstreaming a Community Policing model, improving internal and external accountability, enhancing Human Rights and building the capacity and professionalism of the ISF. The BPSP employs a collaborative, client-centered, and holistic approach based on a belief that capabilities must be developed in partnership with organisations.
The ISF, with the assistance of the BPSP, has recently prepared an ambitious five-year ISF Strategic Plan 2018-2022 that aligns with the above-mentioned thematic areas (community policing, accountability, human rights, and professionalism). The plan covers the entire operational needs of the organization and sets out objectives with regards to improving efficiency and effectiveness through the restructuring of internal systems, structures, and processes. The overall purpose of the plan is to allow the ISF to achieve its vision of becoming a more community-centered policing institution.
The ISF is now preparing a Year 1 Implementation Plan, accompanied by a governance structure, including: Key performance indicators, risk analysis, and a project management toolkit and training package to be institutionalized as part of the strategic planning process. The SPT is also preparing an internal and external communications strategy in collaboration with the Public Relations Department of the ISF.
Role and Responsibilities
The Change Management Expert will provide day-to-day mentorship, advice, and support to the ISF in developing and implementing the Year 1 Implementation Plan of the ISF Strategic Plan 2018-2022. The Change Management Expert will need to be dynamic, creative, well structured, and committed, and will need to combine their own expertise and experience with a consultative and open-minded approach to a wide array of tasks, including (but not limited to):
- supporting the ISF Leadership to establish a governance structure for planning, approving and monitoring the implementation of the Strategic Plan
- developing formats for meeting agendas and progress reporting
- assisting in the development of IT-tools to support production of progress reports to the ISF Strategic level
- supporting the development of a system for data collection and reporting on key performance indicators
- developing systems and processes for an ISF annual planning cycle
- defining the role of ISF project managers
- developing a project management toolkit and a project management training program
- training and mentoring of ISF project managers
- supporting the ISF during year one implementation to help facilitate the project implementation process through the monitoring of agreed key performance indicators, risk registers and project progress reports
- supporting ISF leadership in conducting monthly and quarterly progress review meetings
- Supporting the ISF Public Relations Department and the BPSP Public Relations component coordinator in ensuring the year one plan is effectively communicated across the organization and to external stakeholders
- Identifying and advising ISF leadership on potential risks, challenges, and key success factors, as they arise throughout the above process
Criteria
Required:
- At least 10 years experience, with at least 5 years either managing a major change strategy or as a consultant supporting in the implementation of a major change strategy in a big organization, with an understanding of the major challenges and key success factors required in any major change management process
- Thorough understanding and practical experience of theories, principles, and tools related to strategic planning and project management
- Proficiency in using project management IT tools
- The ability to apply general concepts across various contexts as part of a consultative and problem-oriented approach
- University degree in related field
- English fluency
Desirable
- Experience working in public sector management, preferably on strategic planning/change management
- Internationally recognized qualification in the area of project management (e.g. IPMA or PMI certificate)
- Experience working with police and/or security agencies
- Experience working in the MENA region/Lebanon and/or understanding of the current sociopolitical context of Lebanon
- Arabic fluency
- Masters degree in related field
