Project Coordinator – Oil for Common Good (OCG) - Local position

The position is for the Oil for Common Good Project funded by NORAD. The overall objective of this project is to contribute to a sustainable management of petroleum resources in Lebanon in accordance with good governance and accountability principles. In this project, NPA and partners will 1) support Civil society organizations and local authorities (Federations of Municipalities to participate in influencing developments related to the petroleum sector and 2) advocate and strengthen the capacity of the Lebanese labour movement to promote workers’ interests in a future petroleum sector.  NPA works with local partners to implement this project. In addition, the program will facilitate twinning with Norway’s biggest trade union for employees in the industry and energy sectors. NPA’s role is to coordinate and manage the Project, facilitate the implementing process of the project, to liaise between the donor and the partners, to monitor and evaluate the project and to assess and support partners based on the below main tasks.

Project Coordinator main tasks:

  • Coordinate the Oil for the Common Good project, including planning, implementation, monitoring and evaluation;
  • Ensure effective overall management of the project and administer project funds efficiently in line with NORAD requirements and NPA financial policies and standards;
  • Monitor and report on the petroleum sector in Lebanon at the legislative, extractions, negotiations, governmental, private sector and civil society levels;
  • Ensure excellent coordination with the Lebanese and Norwegian partners and provide technical support to local and Norwegian partners in program planning, implementation, monitoring and reporting;
  • Provide proper and timely reporting to donors and NPA head office in cooperation with the Programme Manager and based on solid ME frameworks with partners;
  • Ensure the achievement of project outcomes and outputs in line with the approved work plan.
  • Assist in developing new proposals and programs related to democratization, good governance, local development and good management of natural recourses.
  • Participate in relevant national and regional events, workshops, roundtables, etc.;
  • Undertake other duties as assigned by the line manager.
  • The coordinator will report to the Programme Manager for Development.

 

Experience and knowledge:

  • A minimum of 4 years progressively responsible experience in Project Management in the fields of development, governance and democracy;
  • Extensive experience with developing and implementing development related programs and projects;
  • Experience and knowledge of the situation of the natural resources management in general and petroleum sector in particular in Lebanon;
  • Experience and knowledge of transparency and accountability framework and national and international efforts in this regard;
  • Experience and knowledge on labour rights and labour movements in general and in particular the Lebanese context;
  • Experience from research, consultancies and/or in-depth reporting;
  • Experience and knowledge on Lebanese civil society;
  • Experience working in a multi-cultural and/or international work environment;
  • Experience in proposal writing and donor reporting.

 

Skills and special aptitudes:

  • Fluency in oral and written English and Arabic is required. Knowledge of French is an advantage.
