Short-Term Observer Assistants, Parliamentary Election Observation Mission-

The purpose of the STO delegation is: to express the international community’s interest in, and support for, democratic governance and the conduct of parliamentary elections in Lebanon; and to provide impartial and accurate assessments on that process to the people of Lebanon and the international community. International election observation provides oversight of the electoral process by furnishing accurate, impartial information about the character of the process and by providing recommendations for improvement, based on international standards and best practices. STOs will conduct their activities in a nonpartisan manner in accordance with Lebanese law, Guidelines and Code of Conduct for Observers issued by the Supervisory Commission for Elections (SCE), and international standards for election monitoring set forth in the Declaration of Principles for International Election Observation.

Key Duties and Requirements:

• Participate in orientation and all briefing sessions in Beirut on legal framework, political context, election observation principles, and reporting protocols;
• Deploy as part of a small team to an assigned electoral district prior to election day to conduct meetings with relevant electoral stakeholders in the community;
• Serve as primary focal point with NDI’s Security Manager in Beirut throughout deployment;
• Provide logistical support to STOs including identifying polling stations within electoral districts, organizing meetings and providing interpretation and translation as needed;
• Assist STOs in observing election day proceedings, including opening, voting, closing and counting at designated polling stations.
