BACKGROUND INFORMATION
ILO ROAS
Monitoring and Evaluation
Results Based Management (RBM) applies to all stages of the ILO’s programming cycle, including programme planning, implementation, reporting and evaluation, and provides feedback to subsequent programming cycles. In this context, evaluation is used as a management and organizational learning tool to support ILO constituents in contributing to decent work and social justice. It is a critical means to improve decision-making, to generate and share knowledge within the organization, and to provide verifiable evidence of ILO’s effectiveness in delivering results.
Currently in the Arab States region there has been an increase in the work needed in evaluation due to the increase in number and scope of projects being undertaken by the office, due in part to Syria refugee crisis.
Knowledge management
To support the ROAS efforts in responding to the crisis situation, the office is working on generating an evidence base and disseminating through an effective knowledge sharing mechanism. This includes M&E work such as:
- Evaluation of crisis response initiatives both in Jordan and Lebanon;
- Lessons learned exercises and documentation;
- Assessment of results achieved;
- Synthesis of study results.

DUTIES AND RESPONSIBILITIES
Under the Supervision of the Regional M&E Officer, the consultant will assist the Regional Programme Unit with monitoring and evaluation support
Tasks and Responsibilities
The M&E consultant will provide support to the Regional M&E Officer in the following:
- Developing Terms of References (ToRs) and Minute Sheets for mid-term and final evaluations as per the 2018 workplan, and reviewing ToRs based on feedback from ILO staff and donors.
- Screening CVs and short-listing consultants for the evaluations.
- Coordinating evaluations with consultants and ILO staff including lists of stakeholders, setting schedules, organizing desk review documents, scheduling interviews with ILO staff, coordinating logistics (such as transportation, interpretation, contracts, etc.), reviewing inception reports, etc.
- Reviewing draft mid-term and final evaluation reports for Arab States countries, according to ILO evaluation criteria and OECD guidelines.
- Filling out submission forms for evaluations.
- Synthesizing information from evaluations in user friendly formats for different target groups.
- Developing and revising Decent Work Country Programme logframes for countries in the Arab States in coordination with the Decent Work Specialists, and developing M&E plans accordingly.
- Developing and updating an M&E workplan for 2018 based on existing frameworks.
- Revising projects’ logframes and developing M&E plans where necessary.
- Technically reviewing M&E tools such as baseline instruments, surveys, and other methodologies.
- Developing ToRs for other M&E-related trainings and workshops, such as Theories of Change, Results-Bases Management, etc.
- Performing any additional task as per the request of the Regional M&E Officer.

DURATION
The duration of the consultancy is for 3 months over the period 16 April 2018 until 13 July 2018.

QUALIFICATIONS AND EXPERIENCE
The consultant will have:
- A University degree in social sciences, Economics, Public Health, Development studies or any relevant discipline;
- A solid understanding and experience in monitoring and evaluation and evaluation. Knowledge of results-based management would be a plus.
The consultant will also:
- Have a minimum of five years of professional experience in developing and implementing M&E systems in similar projects;
- Have knowledge of the Lebanese and Jordanian context;
- Be fluent in spoken and written English. Arabic would be a plus.
