WASH Deputy PM

GENERAL OBJECTIVES

The Deputy Program Manager will be responsible of supporting the implementation of Action Against Hunger WaSH activities in South Lebanon. The Deputy will be tasked to ensure that WaSH activities are implemented and monitored in accordance to the program work plan and logical frameworks and will be supporting the design of new proposals.

 

In coordination and under the supervision of the Action Against Hunger WaSH Program manager and with the technical support, S/he will be in charge of all technical activities related to hard and soft components of the project and will ensure the efficient and smooth implementation of the WaSH projects in Action Against Hunger targeted areas. The main responsibilities are:

 

  • Supervise both WaSH related construction and capacity building activities at field level.
  • General support of Action Against Hunger objective and initiative.
  • Monitor field work.
  • Ensure the quality of work at field level.
  • Coordinate and supervise the field teams.
  • Liaison with contractors and consultants (at field level).

 

SPECIFIC OBJECTIVES

 

Objective 1: Programming

Carry out (participate) in technical assessments at field level.

Help and supervise the construction activity plan in the assigned sites (Rehabilitation of pumping station and construction of transmission line).

Prepare regular report on the progress of construction in the assigned sites.

Ensure the compliance of quality and quantity of material used at field level according to way bills.

Ensure work is complete as per the work plan and schedules.

Resolve the conflicts on construction site.

Issue and sign the certificates related to the accomplished work as per Action Against Hunger design.

Ensure the quality of construction work.

Hand over the WaSH infrastructure to local authorities (municipalities and/or South Lebanon Water Establishment).

Help and supervise the capacity building activity plan with the assigned Water Establishment department.

Monitor the work of the contractors and consultants including the work plans and quality of work if needed.

Ensure that safety procedures and rules are respected in the field by all workers.

Represent Action Against Hunger with different community stakeholders at field level.

Maintain good communication with beneficiaries and partner organizations on the field.

Objective 2: To promote the comprehension and support the implementation of WaSH interventions in South Lebanon

Collect and evaluate information on WaSH of the targeted populations in South Lebanon and identify their needs.

Identify WaSH support needs of the Vulnerable Lebanese and refugee population and propose the possible intervention in line with Action Against Hunger country strategy.

Under the guidance of the PM, coordinate actively with other agencies implementing WaSH interventions in South Lebanon

Represent Action Against Hunger in regional working group meetings in coordination with the PM and the WaSH Coordinator. 

Participate in the meeting of the consortium with the PM and Wash Coordinator when needed.

Deliver a short report (1-2 pages) reflecting the WaSH situation with an emphasis on WaSH in the targeted area with proposed solutions every quarter (every 3 months).

Support the identification and design of WaSH proposals in South.

 

Objective 3: Team Management

Supervise and monitor the staff under his / her supervision as well as partner.

Participate in staff training, support in building the technical capacity of the staff, operators and partners in the area of WaSH.

Coach the team members and colleagues to ensure the achievement of results with high quality impact.

Help in developing and executing of context – specific solutions to improve collaboration, coordination and performance.

Ensure the good respect of working condition while in office or the field, especially the respect of Action Against Hunger Code of conduct and standard operation procedures for the area of operation and safety rules on the construction sites.

Ensure staff appraisals are conducted at time. Ensure a good capacity building plan for the staff according to their needs with the support of the PM.

 

Objective 4: Finance and Administration

Organize  day- to-day logistic , administration and personal activities

Manage all related program equipment and materials in close consultation with the logistic / procurement officer. Maintain and ensure proper project asset register 

Contribute to the supervision and control of expenses related with the activities of the project ( Procurement planning)

Ensure the application of the Log –Kit forums and procedures pertaining to the supply chain, procurement, transport / movement

Supervise specific project (s) budget forecast & follow up

 

Objective 5: Reporting

To be involved in the project reporting: monthly APR.s intermediate and final reports.

Report the progress of the work and material used to his / her inline supervisor.

Report possible problem or conflict during the activities.

Report weekly activities and transportation needs.

Contribute to project and beneficiaries data collection and reporting.

Regular reporting to Wash PM and HOB.

 

Objective 6: Security

Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.

Communicate to the security managers of the working location any security related information or noncompliance with the security plan.

 

Objective 7: Support humanitarian activities of Action Against Hunger

Support the emergency interventions of the organization as per the employee’s abilities.

Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.

 

CANDIDATE PROFILE

  • Degree and/or Master Degree in Civil, Environmental or Water, Mechanical Engineering.
  • Excellent knowledge of water supply & construction or other certification in WaSH infrastructure and experience.
  • Must have demonstrated skills/knowledge in participatory approaches, analytical and gender – fair thinking and writing;
  • Technical knowledge in implementing WASH interventions;
  • Significant experience in working in collaboration with local partners and government bodies;
  • Excellent knowledge of project cycle management;
  • Ability to identify possible new activities and elaborate proposals for new projects, as well as the ability to report adequately to donors and headquarters;
  • Strong staff management and leadership skills.
  • At least 3 years’ experience in designing and implementing Water Sanitation & Hygiene System in development and/or humanitarian projects in the NGO/INGO sector.
  • Good knowledge of INGOs and donor agencies procedure, guidelines and intervention in the country.
  • Previous knowledge of Action Against Hunger policies, strategy and previous interventions in the country or middle-East region is an asset.
  • English and Arabic (compulsory working language, fluent spoken, read and written)
  • Windows domain, Compulsory expertise in Excel. Command of AutoCAD and mapping tools(GIS) is highly desirable.
  • Mobility (national/ international)

REMUNERATIVE PACKAGE

  • We offer immediate incorporation to a dynamic international network with the following remuneration package:
  • Based in: Tyre

  • Formal work contract: 24 months
  • Salary: from  2,810,000 LBP  to  3,340,000 LBP  gross per month according to candidate’s previous experience (according to standard list of Action Against Hunger - Spain). Action Against Hunger - Spain remuneration system allows a salary progression based on the annual development appraisal.
