Terms of Reference for Consultant (Short Movie)

1. BACKGROUND:

The Lebanese Center for Human Rights (CLDH) is a local non-profit, non-partisan Lebanese human rights organization based in Beirut. CLDH was created in 2006 by the Franco-Lebanese Movement SOLIDA (Support for Lebanese Detained Arbitrarily), which has been active since 1996 in the struggle against arbitrary detention, enforced disappearance and the impunity of those perpetrating gross human rights violations.

CLDH monitors the human rights situation in Lebanon, fights enforced disappearance, impunity, arbitrary detention and racism and rehabilitates the victims of torture. CLDH regularly organizes press conferences, workshops, and advocacy meetings on human rights issues in Lebanon and collects, records and documents human rights abuses in reports and press releases.

CLDH team on the ground supports initiatives aimed at determining the fate of all missing persons in Lebanon.

CLDH regularly follows up on numerous cases of arbitrary detention and torture in Lebanon in coordination with Lebanese and international organizations, and with the United Nations Working Group on Arbitrary Detention WGAD and the UN Special Rapporteur on Torture.

CLDH opened in 2007 a Rehabilitation Center for the victims of torture in Beirut, Centre Nassim, member of IRCT (International Rehabilitation Council for Torture Victims), which provides multi-disciplinary professional support and case management for victims of torture and their families.

CLDH compiles a daily press review on human rights violations and on-going judiciary cases in Lebanon and updates several human rights blogs.

CLDH is a founding member of the Euro-Mediterranean Federation against Enforced Disappearance (FEMED), a member of the Euro-Mediterranean Network of Human Rights (REMDH) and a member of the SOS Torture Network of the World Organization against Torture (OMCT).

 

2. PURPOSE OF CONSULTANCY:

To develop, and produce a short video representing the current situation with regards to torture and the policy options available as part of the awareness and advocacy campaign and to be able to reach and influence policy makers and targeted population through media.

3. KEY TASKS:

In coordination with CLDH team:

 

Ensure delivery of all the end products that meet the deadlines as specified below:

  • Ensure delivery of all footage obtained for production.
  • Copyright of all footage filmed.
  • Ability to travel to various locations in different districts of  Lebanon
  • Delivery of full script and story before filming
  • Ensure pre-production filming and post-production at the highest quality
  • Research and locate a human interest story about the impact of the torture on the life of victims and How they have overcome them.  The persons should be willing to be filmed for the Production (details of the exact requirements will be discussed separately).
  • Contact  the  agreed  people  on  location  and  ensure  their  availability  and  willingness  for filming
  • Ensure the availability of persons  for filming
  • Ensure permission from persons  for filming
  • Coordinate the filming and interviews
  • Ensure highest broadcast quality production and filming
  • Conduct interviews with selected people including government officials, the private sector, and CLDH staff.
  •   Ensure  that  the  correct  video  formats  are  used  as  requested  by  CLDH and OHCHR
  •   Work with the highest professional ethical standards and in keeping   with CLDH and OHCHR  Ideals and core messages
  •   Ensure that the correct technical requirements are followed as stated below
  •   It is expected that interviews in Arabic will be subtitled in English

 

5. TIMELINE:

CLDH expects the fulfillment of the mentioned tasks within a period of 20 days from the day the contract is signed.

6. TEAM COMPOSITION:

Upon the conclusion of an open and competitive bidding process, CLDH will select and commission a technically qualified independent consultant with the required competencies.

 

7. Deliverables

   It is expected that the consultant will produce:

-       A work plan and a storyboard based on inputs from CLDH team

-      Draft 1: unedited rough version upon which CLDH will provide initial inputs

  • Draft 2: the first edited version of the film upon which CLDH will provide substantive inputs

-      Draft 3: second edited version of the film upon which CLDH will provide final inputs

-      Final high Res file of the film

-      Delivery of all footage filmed for the production on hard drives or tape

-      Final version: DVD

8. GOVERNANCE & MANAGEMENT OF Deliverable:

  • The Consultant will directly report to the CLDH
  • The Consultant will work closely and in consultation with CLDH team in Lebanon

9. BUDGET:

  • The budget for this task depends on the experience of the applicant
  • Payment will be done in two installments: 25% upon contract signature and 75% upon approval of the final footage by CLDH

9. CONSULTANT PROFILE

The ideal consultant will have 5 years of relevant experience. The consultant should have the following skills and competencies:

 

  • Excellent verbal and written communications skills in English;
  • Knowledge of current theories and best practices in digital and online communications;
  • Good analytical, communication and consolidation skills;
  • Excellent planning and organizational skills.
  • Proven ability to meet deadlines.
  • Able to work effectively with CLDH
  • Able to work in a culturally diverse environment

 

10. Education & Competencies:

 

  • Have extensive experience in producing news, documentary films, TV programmes and 3 to

4-minute short format films.

  • Proof of experience will be submitted with the application to bid.
  • Able  to  produce a high-quality broadcast  video  on  tight  deadlines  on  a  variety  of  different

issues and subject matter.

  • At least 5 years of proven technical experience for the cameramen/editors involved in the Production.
  • Technical requirements:
  • Professional sound recording
  • HD web files as final products
  • HD DVD as final products

 

10. EXPRESSION OF INTEREST:
