The ICRC delegation in Lebanon opens the position of
"Field Communication Officer"

Job purpose:
The Field Communication Officer’s main purpose is ensure that communities in which the ICRC operates have timely, accurate and useful information about the ICRC, the services it provides, as well as a channel to communicate back to the ICRC. The person who occupies this post will have an anthropological mind set and will enjoy pulling on his/her field boots and traipsing through the mud. S/he will have a creative bent that will enable him/her to translate his/her observations of social dynamics into tangible communication products that improve the acceptance and understanding of the ICRC. S/he will be able to grasp complex topics such as International Humanitarian Law and Community Engagement and Accountability and communicate them in an easy and understandable way to various stakeholders.
Responsibilities:
1. Community Engagement
- Assess the information needs at the field level and develop the communication strategy and plans of action for each of the sub-delegations structures (Tripoli, Zahle, Tyr, Ein el Helweh) integrating the ICRC’s operational programs (Health, Wathab, Ecosec, Protection etc.)
- Support ICRC’s operational programs (Health, Wathab, Ecosec, Protection etc.) by setting up channels to share information with target audiences and to receive feedback.
- Develop appropriate communication products in collaboration to implement the communication strategy and plan of action, in collaboration with the AV and Social Media Officers.
- Develop the area of Accountability for Affected Populations for the delegation and provide guidance to programs coordinators and operations on AAP minimum standards.
- Manage the Field Production Book (print publication).
- Conducts internal workshops to build field teams’ capacities on community engagement.
2. Perception and Acceptance of the ICRC in Lebanon
- Provide the follow up to a recently conducted perception study and by developing an operational communication strategy and plan of action based on these findings to improve the ICRC’s perception and acceptance in areas that it operates.
- Contributes to the delegation's understanding and analysis of the country's environment and humanitarian problems, and participates in the reflection of the delegation's operational response.
- Provide insight and analysis for the delegation on the political dynamics and social fabric about the areas where the ICRC operates.
- Conducts internal workshops on how to represent the ICRC in the field.
Qualifications and skills:
- University degree or equivalent in a relevant field such as communications, political science, international relations, journalism.
- 3 - 5 years work experience in a similar field.
- Very Good knowledge of written and spoken English.
- Good computer skills.
- Good analytical skills.
- Preferred Red Cross Experience.
Technical skills:
- Budgetary management.
- Accountability to affected populations.
- Sphere core minimum standards.
Soft Skills:
- Excellent Communication skills.
- Ability to communicate complex ideas to simple terms.
- Excellent organizational skills.
