IT Specialist

Main Purpose

Carrying out assessments and ensures the implementation, maintenance and monitoring of all IT and telecommunications equipment matching MSF standards and protocols in order to ensure an optimal running of the project and the efficient use of the systems and equipment.

Accountabilities

• Defining procedures and ensuring the implementation, monitoring, maintenance and correct functioning of the IT and telecommunications equipment and systems in the project and participating in the establishment and/or revision of the budgets concerning ICT
• Managing the ICT activities in support to and in close collaboration with the field responsible of the sector of activity. This includes the following: 
  • Identifying and implementing the information management practices to enhance the system's effectiveness and reliability (development, check-up, deployment of applications, systems or new ICT standards)
  • Supervising, implementing and monitoring security management protocols (data saving, firewall, backup, security for equipment and software) in order to ensure data security, availability and an immediate operational recovery and continuity in case of emergency
  • Ensuring that all IT and telecommunications equipment are correctly inventoried in direct link with the procurement team ensuring sufficient stock of spare parts and necessary tools for the maintenance, repair and replacement of defective equipment
  • Informing the technical referent before all purchase of equipment or services and ensuring the preparation, tests, packing and documentation for all ICT equipment and networks before providing to users
• Defining and setting the proper system for :
  • documentation, compilation of statistical data on ICT (number of repairs, monitoring and abuse of internet and telephone use, general state of computer parts, etc.)
  • monitoring guarantees/warranties and insurance and following up invoices
• Providing direct supervision and support to the Information Systems technicians as well as technical and educational support (briefing, training, etc) to new users, relevant personnel, technicians, and/or logistics experts dealing with information systems and managing user access to the information systems (communication tools, software, files, etc.)
• Performing delegated tasks specific to her area of specialty, as defined in his/her job description and according to the line manager

MSFOCB – Liban – BarElias Hospital Specific Accountabilities

• This Job Description is dimensioned for the definition and implementation of ICT services in Bar Elias MSF Hospital during its fitting-out period and the beginning of medical activities.
• ICT services include infrastructure, telecom services, as well as e-health and facilities’ security components.
• For operational reasons ICT equipment, installation and after sale services are to be provided by local companies (rather that MSF standard products and procedures)

Hence specific accountabilities includes :

• Insuring the choice of materiel and services proposed by the providing companies meet the qualitative requirements as per in MSF standards.
• Insuring the compliance of ICT system with national related rules and regulations, in particular regarding medical data management.
• Ensuring compliance between equipment and software provisioned by the different suppliers.
• Coordinating the implementation of equipment and services provisioned by suppliers.
• Ensuring that all means are set and documented to handover the overall system to the project’s ICT supervisor and Mission/HQ IT Referents for the continuation of its management.

Skills and Qualifications

Education

Higher Diploma in IT

Experience

• 2-3 years’ experience in IT
• Desirable previous experience with MSF or other NGOs, and working experience in developing countries

Languages       

Mission working language (English) essential

Knowledge

• Expertise in operating systems (XP-Pro, W7) and desktop applications (MS Office 2003/2007/2010)
• Good knowledge of computer parts and maintenance, networks and their protocols,  main email systems (Outlook, Mozilla Thunderbird, Lotus), IT Security Tools (Anti-virus, Firewall, Anti-spyware, back ups
• Understanding of telecommunication systems and educational tools
