Legal Adviser

The International Committee of the Red Cross (ICRC) has been present in Lebanon since 1967 and has carried out its humanitarian work through different periods of conflict, including Lebanon’s 15-year-long civil war from 1975–1990. We are currently responding to the rapidly growing needs of displaced people fleeing war and violence across the region into Lebanon as well as the local communities hosting them.

The ICRC activities on behalf of people affected by war and violence in Lebanon include, but are not limited to, insuring people affected by conflict can get access to basic health care, services such as water and electricity and restore their economic security, securing humane treatment and conditions for detainees, building respect for the international humanitarian law  (IHL) and supporting the families of the missing persons.

We are based in Beirut and have offices in Tripoli, Tyr and Zahle.

                                                                                                      Full time – Service Contract

Job purpose:

Legal Adviser advises delegation on national and/or international legal matters and conducts related legal work. S/he initiates, formulates and implements strategies to address identified issues and delegation objectives in the legal domain. S/he supervises and guides research on and analysis of specific legal matters and broader sectors of the national legal system.

S/He maintains contact with authorities, mainly military or security bodies but not only, at various levels, and participates in meeting with different contacts in a leading or supporting role.

Functional responsibilities:

  • Analyzes the situation, advises and provides guidance on the applicable national and international legal frameworks and norms in relation to delegation activities, objectives, strategies and plans of action to address identified legal and other related issues.
  • Supports International Humanitarian Law (IHL) dissemination activities directed at specialized audiences and the public at large and supports the implementation of strategies, programmes and action plans related to IHL treaty participation, the development of relevant domestic legal and policy frameworks and their implementation.
  • Supports the provision of legal advice and technical assistance to national authorities and other interested parties.
  • Monitors developments in the national implementation of IHL and relevant international human rights law (IHRL) norms

       Protection: Detention

  • Builds on the existing analysis of the causes of overcrowding in detention, with a particular focus on pre-trial delays and the judicial system
  • Keeps abreast of initiatives by other authorities and other organizations on the issue of overcrowding in detention, to identify possible complementarity or partnerships, and avoid duplication.

       Protection: Missing

  • Provides support to Missing team for the update of the legal and administrative needs of the families (Lebanese caseload)

       Armed Forces

  • Prepares, conducts, assesses and follows up dissemination activities with military or police forces on international humanitarian law (IHL), international human rights law (IHRL) and ICRC activities; this includes organizing and prepaing dissemination materials and reporting.
  • Contributes to developing and consolidating the ICRC’s network within the military and security forces.

Certifications/ Education Required:

  • University degree in law (very good knowledge of Lebanese law)
  • Master's degree or specialization in a discipline of public international law, including IHL or IHRL.
  • Admitted to the bar / magistrate or PhD an advantage.
  • Fluent in either English, French and Arabic.
  • Microsoft office knowledge.

Professional Experience required:

  • 3–5 years' working experience in a similar function.
  • Working experience in security or the judicial sector an advantage.
  • ICRC experience an advantage.
  • Teaching/dissemination experience, including at academic level. (Presentation techniques skills)
