Required qualifications, competences and experience
Formal Qualification:
Bachelor, academic studies – diploma level or secondary school education
first aid training courses certificate is a plus
holds a valid Lebanese driver’s licence still valid for at least 4 years
profound knowledge of Lebanese road traffic regulations
Professional experience:
at least 7 years’ work experience as a driver with references (min. 4 years in Lebanon)
thereof at least 2 years’ experience in working for international cooperation agencies or companies and/or interaction with Governmental Organisations, INGOs etc.
very good knowledge of North Lebanon region
no major accidents in the past 7 years
Other knowledge, additional competences:
very good knowledge of the English and Arabic language (spoken and written)
good communication and cooperation skills
appropriate appearance and attire (friendly manner with all passengers and contacts)
discipline and punctuality
resilience and patience
willingness to work irregular hours if needed
dedication/commitment, reliable

B. Major Responsibilities
Information and coordination regarding security
coordinates, reports, assesses the security situation and directs staff and drivers accordingly in coordination with the GIZ Security Risk Manager in the country office
assists in evacuation planning, process etc.
coordinates with local authorities (police, municipalities, etc.)
directs and supervises all drivers in regards to risk management activities
acts as focal person of the overall security for national and expatriate staff at the UDP_NL Project
works independently within established policies and procedures under the general direction of the Security advisors
keeps GIZ Security advisors updated about major developments regarding risks to GIZ personnel (comprising of GIZ staff members, consultants, duty travellers) and the project implementation in Tripoli
pro-actively informs the project team leader and GIZ security advisors in the country office about all incidents immediately affecting GIZ personnel in the project
is available for consulting the GIZ personnel in the project regarding all security relevant issues in the North
monitors all procedures for overland travel movement in North Lebanon
Driving services
provides passenger transport within the different sites of implementation of the programme in an official car for the project/program staff, official visitors and guests closely cooperating with GIZ security management
takes account of all available information on road conditions, accessible routes and locations in continuous exchange with GIZ security management
transports equipment, goods and luggage and keeps them safe at all times
keeps records of all vehicle movements and maintains daily a diver’s logbook for vehicle log correctly and conscientiously (fuel, maintenance, oil change, spare parts, etc.) as per GIZ regulations
ensures the efficient and appropriate transport and establishment of equipment for the implementation of events outside the office
Vehicle management and car maintenance
self-initiatively and independently executes regular servicing and looks after official GIZ vehicles as per service plan and requirements
is responsible at all time for holding available all relevant and required security and first aid equipment in the official GIZ vehicles as per national standards and GIZ regulations in close cooperation with GIZ security management
facilitates regular update of car license, renewal and car insurance status
ensures unrestricted availability of vehicles at all times and reports restrictions immediately
keeps the interior and exterior of the vehicle(s) clean
checks oil, water, brakes and brake liquid, tyre pressure, battery levels and the entire vehicle, headlights, brakes, bodywork for dents etc. regularly
is responsible for the project vehicle documents and their good condition, keeps and monitors the vehicle logbooks for the vehicles of programmes and records monthly maintenance
reports need for service and carries out minor repairs
immediately reports all involvement of the program vehicle in accidents, including minor accidents, damage, loss or theft of vehicle fittings
Description of the project: The overall objective of the Local Development Programme for Deprived Urban Areas in North Lebanon (UDP-NL) is to contribute to political stability in the region through addressing critical issues related to stability and conflict prevention, more inclusive economic development and social cohesion. The main target groups are vulnerable youth and woman.
The programme is focusing on the following three results:
Increased livelihoods of the youth and the woman of the targeted communities.
Improved urban environment.
Greater openness of the youth and children of the various communities to each other.
The results are reflected in the three organisational modules of the programme:
Module 1 is to promote the income generation capacities of youth woman and other vulnerable groups by providing assistance to the development of Micro, Small and Medium Enterprises, strengthening the local economic development supporting skills development and providing access to short term income opportunities.
Module 2 is to implement the interventions targeting the improvement of the urban environment through investments in the construction and rehabilitation of urban infrastructure.
Module 3 targets social cohesion by promoting inter-community relations between the youth of the different communities.
