Infrastructure Technical Advisor

1- GENERAL OBJECTIVE

Under the direct supervision of the Project Manager, the Infrastructure Technical Advisor is responsible for the qualitative, quantitative and timely field implementation of the Infrastructure activities (road rehabilitation, water channel and water reservoir). S/he technically guides and monitors the field work of rehabilitation works and is responsible for a qualitative and regular reporting on various components of the project. The major objective of the Infrastructure Technical Advisor position is to properly achieve the following global task:

  • Smooth and timely implementation of the activities in the field with particular follows up of the works and the team at field level.

 

2- RESPONSIBILITIES AND TASKS

  • Implementation of activities

 

  • Design and implement the activities in direct collaboration with the Project Manager, Shelter and Infrastructure Coordinator and the concerned municipality (ies);
  • Supervise the field implementation team ;
  • Plan (daily, weekly and monthly) the field activities, supervise the Daily Workers, Officers & Workers and any potential contractor(s) and ensure a follow-up on the different field activities regarding the agreed planning, guideline, and required quality of the works;
  • Ensure that the request of material, machines, equipment or any other items needed in the field are ordered on time;
  • Ensure the total respect of the technical design agreed with the donor;
  • Ensure that all works have been implemented and rules are properly followed to ensure security on-site;
  • Provide tehnical advice and contribute to the general improvement of activities;
  • The main activities are Reinforced Concrete Work.

 

  • Technical evaluation of activities

 

  • Define and/or participate in the design of the infrastructure works, advise about the material, machines and tools needed;
  • Continuous presence during the implementation of the works (Daily basis);
  • Insure the good use of the machines and equipment used on the site;
  • Respect the plans, BOQ, budget and workplan.

 

 

 

 

  • Logistics & Administration

 

  • Calculate the raw  materials and tools needed at field level, (cement, sand, gravel, steel, base course, wood, etc.);
  • Ensure the follow-up and the proper use of materials and tools used during on-site works;
  • Manage the supply of materials to the work site in collaboration with logistics department;
  • Analyze the security situation in the area and inform the Line Manager, Field Coordinator & Security Manager about security incidents.

 

  • Team Management

 

  • Supervise the identified subordinate team members ensure the respect of all human resources policies and procedures;
  • Follow-up on the operational team according to the Mission’s HR policy and guidelines: daily management, attendance, holiday’s management, etc.
  • Conduct performance evaluation of the operational staff with the support of the FSL Project Manager, and identify training needs;
  • Coordinate the work with staff dedicated to these activities: weekly/daily planning.
  • Coordinate with the Food Security and Livelihood team for the recruitment of the unskilled workers.

 

  • Reporting

 

  • Report on daily bases the progress of the works in monitoring follow up tools (Excel and Autocad)
  • Participate to the weekly reporting in English on the progress of activities with Project Manager;
  • Report immediately any delay, problem or other relevant information to the Project Manager.
  • Participate to donor visits.

 

The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the project’s needs.

 

3- PRIORITIES OF THE DEPARTMENT

PU-AMI BML willing to develop Livelihood programs, through projects that promote short term (cash-for-work) or long term (cash-for-training & SMEs support) employment, in complete relevance to the organization’s strategy in the area, and by providing assistance to vulnerable populations (whether refugees or host communities) in a more sustainable way.

 

PRIORITIES OF THE DEPARTMENT IN LINK WITH THIS NEW PROJECT ARE:

A- Ensure that the objectives of the project are reached;

i.e. to enhance the ability of the most food insecure cases to cover their short-term food needs, and to build community or household assets that can strengthen Livelihood and enhance resilience through the engagement of Syrian refugees and vulnerable Lebanese in employment programs;

 

B- Leverage the technical knowledge and experience of the infrastructure and Livelihood departments to develop a successful implementation of large-scale cash-for-work;

 

C- Improve the coordination with logistics department to ensure a timely and smooth procurement and delivery of all needed material to implement the projects.

 

QUALIFICATIONS

 

Mandatory requirements

-Language skills: Fluent in Arabic and good level in English;

-Education degree: University degree in Civil Engineering;

-Work experience: Minimum 5 years of experience as site engineer with private companies in construction or infrastructure fields;

  • Knowledge and skills: Good leadership capacity;

-Computer skills: Good knowledge of the MS office software including Word, Excel, Outlook, Autocad.

 

  • Others:

-Valid driving license (1 year minimum);

-High Knowledge in implementation follow up;

-High Knowledge in Reinforced concrete works;

-Excellent management and pedagogical skills at field level;

-Good knowledge of Akkar area;

-Excellent communication and diplomacy skills to manage relationship in potentially tense situations.
