YOUTH EMPLOYABILITY Consultant
BACKGROUND AND PURPOSE
The Youth employability consultant will contribute to the implementation of livelihood projects in Tripoli and Mount Lebanon. One of these projects is a DFAT funded project implemented by a consortium of CARE, OXFAM, LPHU, and Makhzoumi Foundation. The Consortium proposes to provide increased numbers of refugees and other affected populations with access to income generating opportunities and non-formal, vocational training. Activities proposed should target Syrian refugees, as well as vulnerable host communities where appropriate, with a focus on the needs of at risk women and/or people living with disabilities. The activities should build on existing and scalable programs where possible. The selected consultant is expected to have an operational presence in Lebanon, experience in implementing livelihoods activities in Lebanon and/or the region, as well as an established relationship with the Government of Lebanon and other coordinating agencies (e.g. UNHCR).
CARE International in Lebanon (CiL) supports local businesses and youth. The Youth employability consultant will primary contribute to the achievement of the second goal by working on strengthening the employability of vulnerable individuals and identifying potential opportunities and placement arrangements to apply these skills.
RESPONSIBILITIES:
Project Implementation
Pro-actively work toward the overall project implementation as per donor agreement and CARE guidelines and agreed implementation strategy
Pro-actively work toward reaching the project objectives, i.e. strengthening the employability of vulnerable individuals, identifying potential opportunities and placement arrangements to apply these skills, etc.
Ensure the implementation of apprenticeship program and monitor outputs.
Develop, update and follow up a detailed work plan, in line with donor agreement and in agreement with the CARE Livelihoods Manager
Conduct regular field monitoring visits to provide support when needed to ensure quality implementation.
Ensure that project activities operate within the policies and procedures of the organization
Ensure that project activities comply with all relevant legislation and professional standards
Oversee the collection and maintenance of data of the program for statistical purposes according to the confidentiality/privacy policy of the organization
Lead on the identification of beneficiaries in the targeted areas and ensure high quality of data collection during the assessments and baseline:
- Outreach & follow up with Youth Committees, Universities, and vocational schools in selected areas to engage them to apply for apprenticeship. This will entail field presence and possibly filling up of assessments
- Follow-up with NGOs/ community focal points about the current project.
- Follow-Up with recommended profiles on their eligibility for our apprenticeship component.
- Identify hosting entities who are willing to take on apprentices and follow up on the matching process as a whole.( filling the application, matching them with a suitable intern, legal )
- Evaluate current application of apprenticeships and prepare & conduct induction
- Find apprenticeship opportunities for selected beneficiaries.
- Match job seekers with relevant hosting entities and follow up on them after being accepted
- Conducting interview/sessions in coordination with HR.
- Mentoring the apprenticeship component (base line, capacity building plan, endline, stipend payment, etc.)
- Support in MSME and start up identification component of the project may be required.
- Other tasks, associated with the above may arise.
Reporting & Information sharing
Draft narrative and quantitative reports as per CARE internal requirements and donor requirements.
Ensure internal communication and information sharing on project with relevant staff (Livelihoods manager, Communication, Advocacy and Information management focal point, M&E team etc.).
Reporting to the Livelihood manager & SME specialist
Representation and Coordination
Support the Socio Economic and Livelihoods Manager & Coordinator in ensuring CARE representation in the relevant technical coordination meetings at field level and all relevant forums at the field level and vis-à-vis relevant actors and partners as relevant to the project (MSME/Private Sector, municipalities, UN agencies, INGOs, local NGOs, community focal points, etc.).
Attend the UNDP livelihood monthly meeting
Support in the organization of field visits by donors, peer agencies, CARE Members, Media, etc.
The Youth employability consultant will also have to fulfill any other task as requested by her/his supervisor depending on the programmatic priorities in the Field Office.

REQUIRED EXPERTISE AND SKILLS:
3 years’ minimum experience with INGOs, preferably in Livelihoods, Cash, or related sectors, which would include experience with the following activities:
• Demonstrated experience in the implementation of skills development and employability trainings programs
• Experience in the implementation of Youth employability Projects
• Extensive knowledge about SME and the local economy
• Community mobilization Reporting
Education degree: Bachelor Degree Field of education: Business, Economics, Management or other related field.
Type of assignment: Part-Time (24 hours per week)
Contract Period: 4 months- The consultant will sign a contract having a start date of 22/05/ 2018 and an end date of 22/9/ 2018.
