Senior Procurement Assistant (National Contract)

About the job

The Senior Procurement Assistant will be responsible for procurement of supplies, services and works for DRC Lebanon programmes and facilities, and for supporting ongoing improvements in supply chain management.

Your main duties and responsibilities will be:

• Procure all services, materials and equipment ordered by the programmes in line with the DRC Operations Handbook and in a timely, efficient and transparent manner that achieves value for money and Comply with DRC Code of Conduct in all procurement activities and implement corruption prevention measures in conjunction with the Area Logistics and Procurement Manager. 

• Responsible for conducting single quote and request for quotation processes, and supports the Area Logistics and Procurement Manager with carrying out national and international tenders. Participate in the evaluation of bids and proposals and ensure the bid evaluation report showing selection of suppliers contains all the facts and information required to justify the recommendations made. Prepare the relevant documents for procuring and contracting goods, works and services. 

• Coordinate Delivery of goods by land, air and sea in line with programme staff, budgets and needs, ensuring the most cost effective and reliable means of transport is used for the timely delivery of supplies to projects. Liaise with suppliers to create realistic delivery schedules and compare these to actual lead times in order to evaluate supplier performance and responsiveness. 

• Ensure that all supplies / materials required for the programs implementation are following an accurate workplan and timeline in terms of request and delivery to sites of implementation 

• Participate in the joint verification of procured goods, works and services to ascertain the items conformity to technical specifications and quantities. 

• Ensure that all orders are tracked from point of planning and request through to final receipt and payment; circulate the procurement tracker to management and programme staff on a weekly basis. Ensure all documents are filed appropriately for future audit purposes.  

• Share the details of any assets or inventory purchased with the logistics colleagues in order to facilitate asset and inventory tracking.  

• Constantly search the market for new suppliers that may provide better service or value for money for DRC, verify supplier information and maintain a list of registered suppliers that can be used for regular and emergency procurements.  

• Provide procurement related support and advice to programme staff as required.

About you

To be successful in this role we expect you to have a Bachelor level in a related field of education: business administration, supply chain management or finance. Moreover, we also expect the following:

Required

• At least 2 years of experience in supply chain management including procurement, transport and asset management 

• Experience with standard procurement procedures and documentation 

• Excellent interpersonal and team skills 

• Highly motivated, detail, solution oriented and multi-tasking capacity 

• Proficiency in the use of ‘office systems’ (Word, Excel, PowerPoint) 

• Commitment to and understanding of DRC’s aims, values and principles 

• Arabic: fluent 

• English: fluent

Desirable

• NGO sector experience, in particular in international and humanitarian contexts 

• Experience with construction and rehabilitation service contracting and management 

• Certificates and accreditations in supply chain courses are a plus

We offer

  • Contract length: till the end of October 2018 
  • Level: B+1, equivalent to 1450$/per month (Basic salary) 
  • Duty Station: Akkar 
  • Start date: First of June 2018
