Project Manager (Lebanese Nationals Only)

Assignment

The Project Manager is responsible for the overall implementation of WASH related projects at ACTED. The PM will directly manage staff in Beirut Area. The Project Manager will ensure that all objectives are met within required timeframe and budget, with close consideration to quality and the sustainability of the action. The success of Solid Waste Management projects relies on on-going coordination and follow up with communities, local authorities and partners, and as such the Project Manager will be based predominantly in the field.

1.Background

ACTED is an International Non-Governmental Organization registered in France with global operations in Central and South Asia, Europe, Middle-East and Africa. ACTED has been active in Lebanon since 2006 operating mainly in the North and Beirut and Mount Lebanon governorates of Lebanon.

 

2.Functions

The Project Manager shall be responsible for:

 

2.1 Project Implementation

  • Designing action plans, project implementation strategies and frameworks;
  • Designing relevant field tools and methodologies;
  • Guide the day-to-day implementation of the project with focus on quality outcomes;
  • Manage project budgets  and procurements;
  • Ensure correct and efficient use of resources

 

 

2.2 Project Reporting

  • Set up a clear timeline of reports to be submitted to internal counterparts in line with donor reporting requirements;
  • Prepare meeting minutes of all projects
  • Report clean and accurate data on beneficiary
  • Draft narrative reports and contribute to the development of financial reports through regular budgetary follow up;
  • Ensure adherence to FLAT procedures.
  • More generally, communicate systematically to the Country Coordination team on project progress and planning;
  • Collect information needed and communicate effectively with the database department;
  • Document lessons learned and best practices during the project

 

2.3 Field supervision

  • Set up and implement with the team outreach strategies
  • Ensure proper monitoring of all participants’ engagement activities
  • Daily meeting with the team to ensure proper project operation
  • Weekly meetings with project partner to ensure close follow up of project progress

 

2.4 Coordination and external representation

  • Coordination with Municipalities, local authorities and relevant Governmental departments;
  • Attending national level coordination meetings and working groups; Take leadership positions when appropriate;
  • Bilateral coordination with INGOs, LNGOs, CBOs and other relevant stakeholders to avoid duplication and collect information on gaps and needs;
  • Upon request, meet and represent ACTED at Donor meetings.

 

2.5 Accountability to Communities and Beneficiaries

The Project Manager is responsible for ensuring that all relations with the communities we work are conducted in a respectful and consultative manner.  Due attention must be paid to ensuring that communities are adequately consulted and informed about ACTED programme objectives, activities, beneficiary selection criteria, and methodologies.  This is the responsibility of every ACTED staff member.

 

3. Knowledge, skills

  • Keen interest in community based solutions and improved systems in solid waste management
  • University degree in relevant field such as Project Management. MA/MSc preferred;
  • 1-3 years of field experience in similar position focusing on WASH, Engineering and/or community behavioural management with an INGO/UN agency;
  • Knowledge of and experience with donor practices and requirements, the project cycle process, and humanitarian or development program solicitations and applications;
  • Knowledge of and experience with program monitoring and evaluation;
  • Strong leadership and facilitation skills;
  • Sound understanding of operational guidelines and project management tools, including notably budget management;
  • Fluent in Arabic, with excellent written and verbal English skills and the ability to work in an international context;
  • Excellent interpersonal skills and external relations;
  • Excellent organizational skills and attention to detail;
  • Independent, adaptable, flexible and hardworking;
  • Strong humanitarian motivation and understanding of international assistance.
  • Proven experience in dealing with local and Governmental stakeholders;
  • Prior experience using basic computer software required, notably in word and excel;
  • Previous experience working with a variety of stakeholders in humanitarian or development aid.
