Senior Livelihoods Officer (National Contract)

About the job 

Under the supervision of the Area Livelihoods Manager, the Senior Livelihoods Officer will be in charge of leading and supervising the technical components of the Food for Assets (FFA) projects  in the Bekaa related to the construction and rehabilitation of an irrigation canal and a retention wall. The Senior Livelihood Officer will provide technical advice, monitor the quality of work, and ensure that implementation is in line with the donor and project requirements and work plan. Your main duties and responsibilities will be: 

• Contribute to the design of the FFA projects, preparation of tender documents, technical drawings, bill of quantities (BoQ) and work plan;  

• Plan (daily, weekly and monthly) the field activities in alignment with the overall project plan; supervise the overall work of  site supervisors and workers, and ensure follow-up of the various field activities regarding the agreed planning, guidelines, and required quality of the works, specification and design; 

• In close coordination with the Livelihoods Assistant, conduct site visits and monitor ongoing works related to the FFA projects to ensure that all the implemented works are in compliance with the designed BOQ and Technical Specifications; 

• Ensure that all the required manpower, machines and machine operators, tools and necessary materials are all available on site on daily basis; 

• Follow up with the Livelihoods Assistant to ensure completion of the daily attendance of participants and site/skilled workers and working hours; 

• Work with operational staff to complete order requests and payment requests, as needed; and work closely with the Procurement team and follow up on the procurement of the needed machines, equipments and supplies for the FFA projects; 

• In collaboration with the Livelihoods Officer, lead the site and municipality visits and maintain good relationships and coordination with local stakeholders and authorities; and lead the monthly reporting deadlines, progress reports and lists of participants when needed; 

• Collaborate with M&E  team in their monitoring activities and share timely information with them; 

• Report immediately any delay, problem or other relevant information to the Area Livelihoods Manager; 

• Conduct evaluation visits in order to ensure the completion of all activities in order to proceed with hand over process;

About you 

To be successful in this role we expect you to have A minimum of a Civil or Architectural Engineering. Bachelor of Engineering or MS level, or another related field. Moreover, we also expect the following:

Required  

• Three years experience of professional local experience in site supervision and construction works execution, agricultural, irrigation and infrastructure projects such as irrigation canals, retention wall, agricultural roads and flood prevention 

• Skills in project planning and design, drafting, calculation, bill of quantities preparation and technical writing. 

• Good computer skills and knowledge of the MS office software including Word, Excel, Outlook, Autocad, Primavera. 

• Excellent communication and diplomacy skills to manage relationship in potentially tense situations. 

• Ability to take initiative to deal with difficulties encountered in daily work. 

• Able to manage stress and pressure.

We offer 

  • Contract length: 7 months until December 2018 (the advertised positions is pending upon donor funding approval) 
  • Level:  C+1, Monthly Basic Salary USD 1850.  
  • Duty Station: Bekaa 
  • Start date: June 2018
