FOOD SECURITY AND LIVELIHOOD PROJECT MANAGER

Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non-religious humanitarian NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity. In close respect to humanitarian principles, PU-AMI promotes humanitarian access and dialogue with all components of the civil society in Lebanon, and delivers assistance based on the needs, regardless of religion, politics, and ethnic matters.   

 

Today, PU-AMI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.

 

PU-AMI in Lebanon has been implementing emergency and recovery projects in Water, Sanitation and Hygiene, in Shelter Rehabilitation, Health and in Livelihood Recovery sectors.

OVERALL MISSION 

  1. GENERAL OBJECTIVE

 

The Food Security and Livelihood Project Manager (FSL PM) is responsible for the management and implementation of Food Security and Livelihood projects in Akkar Base and will work under the supervision of the Deputy Field Coordinator, based in Akkar Base.

 

The FSL PM position’s major objectives are to properly achieve the following global tasks:

  • Proper implementation of all aspects of the Food Security and Livelihood project cycle;
  • Team management of all operational staff under his/her supervision;
  • Capitalization on lessons learnt, technical knowledge and experience.
  • Representation and coordination with relevant stakeholders at governorate level.

 

Context of the projects:

 

In June 2018, PU AMI is starting a new project funded by World Food Program in order to support the Resilience of vulnerable Syrian Crisis Affected Households by implementing Cash for Work (agricultural infrastructure rehabilitation) and Cash for Training activities.

 

Through other funding, other Livelihood activities should be implemented in 2018 in the fields of an employment program: market-based training, apprenticeships and business development.

 

The objectives of those projects are to improve resilience and provide Livelihood opportunities in Akkar district through the rehabilitation of community assets, development of skills or job creation, while securing short-term food needs of vulnerable Syrian refugees and Lebanese.

 

  1. RESPONSIBILITIES AND TASKS

 

ROLES AND RESPONSIBILITIES

  1. Programs: S/he will ensure implementation and oversight of all Food Security and Livelihood projects and activities.
  2. Human Resources: S/he will supervise the projects’ teams (PU-AMI employees and daily workers).
  3. Logistics and Administration: S/he will oversee the logistics and administrative aspects of the project under his/her responsibility.
  4. Representation: Upon request from his/her supervisors, s/he will represent the organization to local partners, authorities and stakeholders in relation to the scope of the project.
  5. Safety and Security: S/he will assist in following safety and security rules on-base and will transmit all safety and security information to the Field Coordinator.
  6. Strategy: S/he will assist in developing new operations as needed.

 

SPECIFIC OBJECTIVES AND LINKED ACTIVITIES

  1. Information collection and sharing

 

  1. Identify needs for information collection according to PU-AMI strategy in the base for Livelihood and food security;
  2. Contribute to the definition and development of guidelines and methodologies for assessments in close collaboration with the monitoring, evaluation, accountability and learning department;
  3. Contribute to the realization and finalization of assessment reports according to developed formats and as required;
  4. Contribute to the training of assessment teams;
  5. Proactively coordinate and work with other actors in the field;
  6. Ensure proper communication with different levels of local authorities, under the supervision of the Deputy Field Coordinator.

 

  1. Implementation of activities

 

  1. Design and implement Food Security and Livelihood activities;
  2. Organize, schedule, coordinate and plan the Food Security and Livelihood activities and the team’s work;
  3. Ensure proper coordination and liaison with local partners, local communities and municipalities/authorities under the supervision of the Deputy Field Coordinator;
  4. Closely coordinate with the Monitoring, Evaluation, Accountability and Learning (MEAL) department for all of their activities linked to food security and Livelihood projects;
  1. Implement community mobilization (introduce activities to stakeholders, encourage communities’ participation, etc...);
  2. Closely monitor the implementation of the activities and propose adjustments of the strategy if needed.

 

  1. Human resources management of the operational team

 

  1. Finalize the recruitment when needed, and set up training(s) for the operational team;
  2. Follow up on the operational team according to the Mission’s Standard Operating Procedures (daily management, performance evaluation, holiday’s management, etc…);
  3. Ensure performance evaluation of the operational staff;
  4. Constantly liaise and coordinate actions with the Deputy Field Coordinator.

 

  1. Internal and external reporting

 

  1. Provide internal reporting on activities according to PU-AMI internal tools;
  2. Prepare external reporting (with support from his/her supervisors).

 

  1. Financial and Logistics management

 

  1. Follow-up on the budget of the project (Financial Follow Up);
  2. Prepare and follow up the cash forecast in link with different projects;
  3. Issue and follow up procurements related to the project.

 

  1. Capitalization/institutional knowledge building

 

  1. Design and write comprehensive Activity Forms for all major operational aspects in direct collaboration with his/her supervisors;
  2. Develop comprehensive supporting documents for activities implementation by the Food Security and Livelihood team;
  3. Organize training sessions;
  4. Develop understanding of Lebanon’s situation (beneficiaries, needs, political context, and strategy of intervention, etc…);
  5. Identify new areas of intervention and needs assessment (field assessment, collection of data from other stakeholders, etc...);
  6. Support the definition of new program’s strategy and proposal writing.

 

  1.  Ensure the representation of PU-AMI

 

  1. Represent PU-AMI in the relevant working groups based on request of the Deputy Field Coordinator;
  2. Represent PU-AMI with local actors in the areas of implementation of the project and liaise with local authorities when necessary in close cooperation with Field coordinator/ Deputy Field coordinator.

 

 

 

  1. Contribute to the development of new proposals

 

  • Participate in identifying needs related to food security and Livelihood needs in coordination with the Deputy Field Coordinator;
  • In the context of identifying new operations, and together with the Deputy Field coordinator, contribute to the preparation of project proposals for the Food Security and Livelihood sector;
  • Participate in the strategy development of the Mission.

 

The tasks and responsibilities defined in this job description are not exhaustive and can evolve depending on the project’s needs.

 

 

  1. PRIORITIES OF THE DEPARTMENT

 

PU-AMI Akkar Base is willing to develop Livelihood programs, through projects that promote short term (cash-for-work) or long term (cash-for-training & SMEs support) employment, in complete relevance to the organization’s strategy in the area, and by providing assistance to vulnerable populations (whether refugees or host communities) in a more sustainable way.

 

PRIORITIES OF THE DEPARTMENT IN LINK WITH THIS NEW PROJECT ARE:

 

  1. Ensure that the objectives of the project are reached;

 

i.e. to enhance the ability of the most food insecure cases to cover their short-term food needs, and to build community or household assets that can strengthen Livelihood and enhance resilience through the engagement of Syrian refugees and vulnerable Lebanese in employment programs;

 

  1. Leverage the technical knowledge and experience of the infrastructure and Livelihood departments to develop a successful implementation of large-scale cash-for-work;

 

  1. Improve the coordination with logistics department to ensure a timely and smooth procurement and delivery of all needed material to implement the projects.

 

 

QUALIFICATIONS 

 

MANDATORY REQUIREMENTS

  •    Language Skills: Fluent in English and Arabic, (speaking/reading/writing).
  • Education Degree: University degree in project management, Livelihood, business management or related field.
  • Work experience: 4 years professional experience in NGOs in management of livelihood projects and/or activities
  • Computer Skills: Very good knowledge of the MS office software including Word, Excel, Outlook, PowerPoint.
  • Other requirements:
  • Valid driving license

  • Budget follow-up skills
  • Proven experience in team management and monitoring
  • Proposal writing
