ROLE PURPOSE: The Child Protection Programme Manager will be responsible for ensuring that child protection programming is implemented in a timely and qualitative way. The Child Protection Programme manager is expected to lead in child protection programmes implementation including recruitment and management of staff, monitoring of program activities, financial and procurement follow up in coordination with the relevant departments. The Child Protection Program Manager will also have a key role in working in partnership with other national and international actors.

Level 3 - the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.

KEY AREAS OF ACCOUNTABILITY:
Team Management
- With support from the Child Protection Advisor and/or Deputy Area Manager and Area Manage , lead the implementation through capacity building of national staff and partners with focus on the following areas of work:
- Violence Against Children (including child marriage)
- Appropriate Care
- Child Labour
- Ensure that child protection interventions are informed by and integrated with other core sectors including but not limited to shelter, education, food security and livelihoods and WASH.
- With support from the lead Child Protection Advisor and/or other senior programme staff, support fundraising for child protection, including contributing to the development of high quality concept notes and proposals
- Oversee project implementation to ensure timely delivery of project activities (for example, monitoring against logframes, individual performance management work plans) for boht direct implementation as well as work with partners.
- With support from the Child Protection Advisor and DAM and/or other senior programme staff, prepare timely programme and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements.
- With support from the DAM/AM and/or other senior programme staff, with the HR team, identify technical staffing needs, support r recruitment, provide induction and training of new staff.
- With support of other senior programme staff, identify programme supplies needs and coordinate with the logistics team to put in place a sensible phased procurement plan.
Monitoring and Evaluation
- With support from the Monitoring & Evaluation, Accountability and Learning team put in place an M & E plan for the child protection project, ensuring this links to reporting requirements, and capacity build child protection field staff and partners.
- With support from Monitoring & Evaluation, Accountability and Learning put in place accountability activities for your project, ensuring that feedback from children and their families is considered in project design.
- Capacity Building:
- Stay current on with child protection sector developments (global, regional and national) to ensure capacity to convey information and direction to teams and partners accordingly.
- Identify learning and training opportunities for staff and partners and work as a mentor and role model.
- Ensure capacity building of staff and partners is reflected in project implementation plans. Representation & Advocacy & Organisational Learning:
- Ensure that Save the Children's work is coordinated with efforts of other agencies and Government, and support Interagency Coordination forums including the Child Protection Working Group, advocating for the specific needs of children. This may involve supporting the coordination of working groups and sub-working groups.
- Support partner engage and representation in coordiantio forums.
- Support coordination with other sectors and clusters on program design and messaging to ensure appropriate response is agreed and implement throughout the response.
- With support from the Child Protection Advisor and/or other senior programme staff, assist in advocacy activities that target decision-makers in-country.
- In collaboration with the Child Protection team and partners, feed in learning, experiences and evidence to relevant global advocacy objectives.
- Contribute to communications and media work as required.
General:
- Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
- Perform such other responsibilities as agreed with your line management.
QUALIFICATIONS AND EXPERIENCE
- Minimum of 5 years’ experience of working internationally in humanitarian child protection programmes.
- Education to BSc/BA/BEng level in Social Work, Human rights Law, International Relations, Development Studies or equivalent field/ work experience.
- Experience in designing, managing, monitoring and evaluating child protection programmes in emergency, transition and development contexts.
- Ability to identify the main gaps in child protection in the given context to inform a holistic response for children.
- Experience of training and capacity building staff on child protection issues.
- Strong communication skills to ensure good partnership with national actors, including partners.
- Experience in engaging in coordination forums, such as inter-agency coordination.
- Knowledge of monitoring and evaluation (in child protection programs an asset).
- Knowledge of institutional donors and experience in developing proposals and donor reporting.
- Politically and culturally sensitive with qualities of patience, tact and diplomacy.
- A high level of written and spoken Arabic, good written and spoke English.
- The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
- Commitment to and understanding of child rights, the aims and principles of Save the Children’s and humanitarian standards such as the Sphere Charter and the Code of Conduct. In particular, a good understanding of the Save the Children’s mandate and child focus and an ability to ensure this continues to underpin our support.
