FOOD SECURITY AND LIVELIHOOD TEAM LEADER

Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non-religious humanitarian NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity. In close respect to humanitarian principles, PU-AMI promotes humanitarian access and dialogue with all components of the civil society in Lebanon, and delivers assistance based on the needs, regardless of religion, politics, and ethnic matters.   

 

Today, PU-AMI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.

 

PU-AMI in Lebanon has been implementing emergency and recovery projects in Water, Sanitation and Hygiene, in Shelter Rehabilitation, Health and in Livelihood Recovery sectors.

OVERALL MISSION 

 

  1. GENERAL OBJECTIVE

 

Under the direct supervision of the Food Security and Livelihood Project Manager, the Food Security and Livelihood Team Leader ensures the planning, implementation and monitoring of Food Security and Livelihood activities in the base. S/he also takes part in developing the Livelihood department at base level through vulnerability assessments and ensures coordination with relevant stakeholder at local level.

 

Context of the projects:

 

In June 2018, PU AMI is starting a new project funded by World Food Program in order to support the Resilience of vulnerable Syrian Crisis Affected Households by implementing Cash for Work (agricultural infrastructure rehabilitation) and Cash for Training activities.

 

Through other funding, other livelihood activities should be implemented in 2018 in the fields of an employment program: market-based training, apprenticeships and business development.

 

The objectives of those projects are to improve resilience and provide Livelihood opportunities in Akkar district through the rehabilitation of community assets, development of skills or job creation, while securing short-term food needs of vulnerable Syrian refugees and Lebanese.

 

 

2- RESPONSABILITIES AND TASKS

 

SPECIFIC OBJECTIVES AND LINKED ACTIVITIES

 

  1. Assessment, design and implementation

 

    1. With the support of the MEAL department and based on inputs from the donor, assess and recruit all participants and beneficiaries of the projects;
    2. Plan and coordinate the work plan, including participants’ rotation every week;
    3. Plan and coordinate training plan with partners training centers and monitor participants’ attendance;
    4. Plan and coordinate internships and business development coaching activities and monitor participants’ attendance.
    5. With the support of the FSL Field Officer(s) and FSL PM, supervise the progress of the works, trainings and other livelihood activities, and report to FSL PM any delay or issues faced in the field;
    6. Participate in the design and implementation of food security and Livelihood related assessments with the support of the FSL Project Manager and Technical Coordinator.

 

  1. Analysis, monitoring & evaluation

 

    1. With the support of the MEAL department, ensure monitoring and satisfaction of beneficiaries involved in the project;
    2. Contribute to developing SOPs and tools to ensure functioning feedback mechanism;
    3. With the support of the MEAL department, analyze the vulnerable profiles of the recruited participants and monitor the evolution of their situation throughout the project;
    4. Monitor and control participants’ attendance, and ensure smooth planning of rotation;
    5. Coordinate and monitor with implementing partners for Cash-for-Training and Childcare activities, and with internship supervisors for apprenticeship activities.

 

  1. Team Management & Capacity building

 

    1. Coordinate the work of FSL Field Officer(s), Field Worker(s) and partner(s) dedicated to these activities: weekly/daily planning explained during weekly/daily team meetings, daily planning;
    2. Manage the FSL Field Officer(s)/worker(s) working on the activities;
    3. Regularly monitor the activities by constantly visiting the areas of intervention. Ensure direct communication and feedback mechanism when not directly on the field;
    4. Ensure team building and strengthen the links between beneficiaries and PU-AMI field staff;
    5. Follow-up on the operational team according to the Mission’s HR policy and guidelines: daily management, attendance, holiday’s management, etc.
    6. Conduct performance evaluation of the operational staff with the support of the FSL Project Manager, and identify training needs;
    7. Ensure the respect of the HR policy by his/her subordinates.

 

  1. Logistics & administration

 

    1. Define the needs in materials and tools regarding the project and the planning of interventions in coordination with FSL Field Officer(s) and FSL PM;
    2. Define the needs in tool kits regarding the project and plan/supervise the distribution to beneficiaries;
    3. Ensure the follow-up and the proper use of materials and tools used during on-site works, trainings or distributed;
    4. Manage the supply of materials to the work site in collaboration with logistics department;
    5. Request to the FSL PM any logistics needs for activities implementation;
    6. Inform the FSL PM about security incidents.

 

  1. Communication & Reporting

 

    1. Collect all information and orally report on the progress of project activities on a daily basis, including reporting from implementing partner;
    2. Deliver written reports on a weekly basis when needed and requested by the FSL PM;
    3. Report immediately any delay, problem or other relevant information to FSL PM;
    4. Participate in the liaison with local authorities, NGOs and other stakeholders under delegation from the
    5. Project Manager.

 

  1. External representation and coordination

 

    1. Contribute to the methodology harmonization and lessons learnt in Livelihood and food security activities;
    2. Coordinate with all stakeholders involved: local authorities & municipalities.

 

The tasks and responsibilities defined in this job description are not exhaustive and can evolve depending on the project needs.

 

  1. PRIORITIES OF THE DEPARTMENT

 

PU-AMI Akkar Base is willing to develop Livelihood programs, through projects that promote short term (cash-for-work) or long term (cash-for-training & SMEs support) employment, in complete relevance to the organization’s strategy in the area, and by providing assistance to vulnerable populations (whether refugees or host communities) in a more sustainable way.

 

PRIORITIES OF THE DEPARTMENT IN LINK WITH THIS NEW PROJECT ARE:

 

  1. Ensure that the objectives of the project are reached;

 

i.e. to enhance the ability of the most food insecure cases to cover their short-term food needs, and to build community or household assets that can strengthen Livelihood and enhance resilience through the engagement of Syrian refugees and vulnerable Lebanese in employment programs;

 

  1. Leverage the technical knowledge and experience of the infrastructure and Livelihood departments to develop a successful implementation of large-scale cash-for-work;

 

  1. Improve the coordination with logistics department to ensure a timely and smooth procurement and delivery of all needed material to implement the projects.

 

QUALIFICATIONS 

 

MANDATORY REQUIREMENTS

  • Language skills: Arabic and English fluent
  • Education degree: University degree in project management, social sciences, agriculture, Livelihood or any relevant humanitarian field. 
  • Work experience: 2 years of experience in a similar position (NGOs/private companies) in food security and Livelihood. Experience with cash for work, training or business development projects is a strong asset. 
  • Knowledge and skills: knowledge in food security and livelihood, vocational training, protection and management of cash-for-workers are strong assets.
  • Computer skills: very Good knowledge of the MS office software including Word, Excel, and Outlook.
  • Other:

ASSETS

  • Interests: a strong interest for the context and development of the Syrian crisis in Lebanon is necessary. Interest in Saida region, and livelihood constraints on Syrian refugees’ population and Lebanese host communities are assets.
