Protection Specialist (CP/GBV)(National Contract)

About the job 

DRC Lebanon’s 2018 strategy reflects the ongoing shift to a protracted Syrian refugee crisis within the country.  DRC Lebanon is adapting its strategy to respond to shifts in the protection environment in Lebanon due to legal and residency challenges and the strengthening of the Government of Lebanon’s (GoL) policies in relation to Syrian refugees. Such adaptations ensure the relevance and effectiveness of DRC’s protection programme.  DRC’s protection portfolio covers child protection, SGBV programming, protection monitoring, evidence-based advocacy, community-based protection, legal assistance, psychosocial services and case management.  

The CP and SGBV Coordinator (CSC) will lead the provision of CP & SGBV technical support and quality assurance to DRC’s protection programmes across Lebanon. S/he will ensure the programme is delivered to a high quality in line with DRC’s, donors and international standards.  

Particular strengths in case management, psychosocial support, child protection and SGBV are required. The position is open only to nationals of Lebanon. 

Your main duties and responsibilities will be:

Technical support and capacity building (70%) 

• Provide technical support and guidance to the protection teams at the field level on CP/GBV (including development of technical tools and guidance, tailored capacity building plans, trainings and on-the-job coaching); 

• Provide technical support and guidance on protection mainstreaming to other programme sectors; 

• Support start-up of new protection programmes; 

• Ensure strong information management and use of databases for information management and reporting; 

• Work closely with M&E teams to develop and implement ethical and safe monitoring and evaluation tools and mechanisms, including qualitative data collection and analysis.  

Programme development, management and reporting (15%) 

• In close coordination with Area Program Managers, assist the field-based Protection Managers in the assurance of donor compliance, including appropriate and timely spending of grants to achieve program goals, use and distribution of supplies and resources as well as donors’ representation;  

• Provide technical inputs into proposals, ensuring emergency protection needs are clearly represented, and lead on proposal development if requested; 

External representation and coordination (15%) 

• Represent DRC at national and field protection working groups (working group, GBV Task Force, CPiEWG, etc) and other fora as required, in coordination with Protection Coordinator and Head of Programme;  

• Work closely with other DRC sectors (including Housing and Infrastructure, Livelihoods and Basic Assistance) to ensure that protection is adequately addressed and mainstreamed across sectors and humanitarian interventions;

About you 

To be successful in this role we expect you to have a Tertiary qualifications in law, human rights, social work, psychology or related discipline. Advanced degree such as Masters or a combination of disciplines, is advantageous. A strong profile in either Child Protection or Gender Based Violence will be considered.

Moreover, we also expect the following:

Required  

• 5+ years of experience in the protection sector. Experience with NGOs and UN Working with displaced communities such as refugees and/or IDPs is highly advantageous. 

• Thorough understanding of best practices and strategies in Protection, Child protection and/or GBV response (case management, psychosocial support, etc.) and prevention and risk reduction. 

• Experience in capacity building of local partners and providing direct technical support to local organizations advantageous. 

• Thorough understanding of GBVIMS and/or child protection information management systems and protection information management in general; 

• Strong experience in project development and proposal writing. 

• Experience in working in legal assistance programs advantageous. 

• Willingness to travel regularly as needed. 

• A strong passion for protection, and ability to advocate for protection needs internally and externally.
