I/ABOUT ACTED

ACTED in an international NGO that has been registered in Leba­non since 2006. It has an established country office in Beirut as well as a field office in Akkar. More recently, it has been carrying out activities in the South and in Tripoli.

 

ACTED works closely with local authorities and civil society stakeholders at the com­munity level to implement priori­ty humanitarian interventions such as emergency multi-purpose cash assis­tance, WASH projects (including disease monitoring and infrastructural and be­havioral response), and Shelter interven­tions incorporating multiple modalities. ACTED is also implementing long-term development projects to rehabilitate infrastructure, improv­e agricultural production, increase livelihood opportunities and support state and non-state ac­tors to improve service deliv­ery and social stability through col­lective development planning.

ACTED responds to emergency and develop­ment needs through a community driven approach which focuses on engagement and capacity building of local civil soci­ety and local authorities, with the aim of promoting accountable governance and civic engagement. Moreover, ACTED in Lebanon seeks to support private sector actors to become the key driv­ers in Lebanon’s economic development with the goal of raising the living standards of  Lebanese and refugee households, and improving the coping capacity of local communities.

 

II/PROJECT BACKGROUND

Vulnerable refugees and host communities often struggle to access livelihoods-related information and services.  Limited employment opportunities and employment-related skills trainings are offered to vulnerable populations. Therefore, ACTED is developing a training program for vulnerable populations offering different trainings (IT, English, Solar energy, plumbing, food processing, sewing, etc.). As part of two projects, beneficiaries will also benefit from access to job counselling services, practical information about accessing the job market, as well as apprenticeships and job placements.

 

III/ASSIGNMENT

The Job Counselor(s) is responsible of the following :

  • Facilitate a two-hour presentation, in each relevant social development center, on the realities of the Lebanese job market, with a special focus on the availability of low-skilled, entry-level positions, in a variety of sectors (including but not limited to IT, manufacturing, hospitality, retail and education), followed by a one hour Q and A session.
  • Facilitate a two-hour presentation on decent work conditions (rights versus responsibilities of employers and employees, social security, vacation days and transport allowance, etc.) and the national labour laws (including modules relevant to foreign workers), followed by a one hour Q and A session.

 

Develop a booklet (between 5-10 pages), in English, covering the main points of the two  above-mentioned presentations, which summarizes key information and  offers some practical tips on how to find employment opportunities in the above-mentioned sectors - where jobs are advertised, the most effective way of applying and also of approaching potential employers.  The booklet should be submitted to ACTED ten days following the

  • signature of the contract in order to allow enough time for its review, translation to Arabic and printing. After the submission of the first draft, the consultant is expected to review the content, within five days, based on the comments and recommendations provided by ACTED.
  • Facilitate between two to four small group discussions with job seekers participating in the ACTED project. There will be a maximum of five participants in each group. Each discussion will last up to forty-five minutes and will allow the job seekers to obtain direct counselling to improve their chances of finding employment (by sharing their past experiences, desired career paths and seeking advices on how to achieve their goals). These sessions will also take place in the social development centres.

QUALIFICATIONS AND SKILLS

  • Previous experience in job counselling
  • Previous experience providing employment services in the sectors of: IT, construction, Hospitality, Agro-food, Energy and Retail Sector an added value
  • Understanding of the structural, social and financial struggles of vulnerable job-seekers
  • Patience and positive attitude is highly requested
  • Strong market and private sector knowledge
  • Strong communication skills.
  • Excellent command of written and oral English and Arabic
  • Good Presentation skills
