AMIDEAST/Lebanon is looking for a short-term Public Financial Management (PFM) Expert to work on an education-related project.
The main short-term tasks that the PFM Expert will handle include:
-Completion and approval of the finance manual. (Number of days required for this task is 15 days to be completed by Mid-July)
-Creation of a dynamic procurement management template which can track process against a planned timeline and see what is lagging behind and what is on track. (Number of days required for this task is 10 days to be completed by August)
-Support on budget preparation for 2018-2019. (Number of days required for this task is 10 days to be completed by September)
Required Qualifications:
-A Masters in Economics (ideally with Education)
-A qualification or substantial formal experience of education sector financing
-At least 10 years’ experience of supporting governments in financing and budgeting
-Excellent knowledge of the major multilateral and bilateral donors aid instruments and OECD DAC aid effectiveness principles
-Extensive technical and operational experience of using Public Expenditure information (PER, PETs etc) as well as practical application of Value For Money metrics in education
-Knowledge of the current structure and challenges facing the education system in Lebanon
-Demonstrated ability to stimulate focused and productive dialogue at government senior level
-Strong leadership skills and team management abilities
-Strong public presentation and communication skills in Arabic, and either English or French
