PSS Project Manager

Psychosocial Support Project Manager will be responsible for the management and implementation of an integrated community based Child Protection/Psychosocial Support (PSS) project in Beirut, Mount Lebanon and Shouf area. The PSS PM will work under the supervision of the Protection Program Manager and in close collaboration with SIF field officers and Technical staff (direct line management).
 
The PSS PM position’s main objectives are to successfully achieve the following global tasks:

- Ensure effective implementation and oversight of all aspects of the community based CP/Psychosocial - Support project and all related activities (full project cycle management) including being within budget and on time.
- Act as the direct liaison point to ensure the productive ongoing working relationship and communication between Social Development Centers (SDCs), local Ngos and SIF.

- Act as the direct liaison point to ensure clear feedback and communication between technical staff and external relevant working groups (PSS committee and CP working groups).
-Team management of all operational PSS staff within the PSS Project (Field Officers, PSS trainer, CP supervisor)
-Ensure strong capitalization of all aspects of the project.

 

Responsibilities and tasks

 

Activities Implementation

 

- Collaborate with SIF Coordination team in the design and implementation of PSS/CP community based activities, in direct collaboration with local NGOs and SDCs operational teams.
- Supervise and monitor implementing teams, in direct collaboration with the Field Officers and Technical staff, including but not limited to:

- CP/Psychosocial community based activities in different locations with children, youth and caregivers. The identification and referral of CP cases in need of external referrals and/or advanced psychosocial support.

- Organize, schedule, coordinate and plan the CP/PSS activities including training and workshops; together with Field Officers.

- Provide information for him to organize workshops, Sport For Development (S4D) activities and the summer camps; together with the Social stability officer,

- Organize, schedule and coordinate the capacity building component for local staff (training for SIF staff/SDCs’ staff/Local Ngos’ staff etc.); together with Technical staff.

- Support technical staff in ensuring that tools/Guidelines/ documents etc. for activities implementation are being implemented.

- Support technical staff in coordinating the regular supervision in different locations and planning all training needed at different levels.

- Ensure active engagement, proper coordination and liaison with local Municipalities/Authorities, together with the Partnership development officer.
- Help implement the current monitoring and evaluation tools related to the activities (Focus Group Discussions) and develop any tools needed.

- Guarantee that every activity has clear documentation to measure the impact, the attendance sheet, the outcome etc, keeping the documentation of each activity in an orderly manner.

- Guarantee that the documentation of all cases of protection under PSS activities are maintained in accurate and confidential manner;

- Help identify new areas of intervention and participate in needs assessment (field assessment, collection of data from other stakeholders) where appropriate.

- Make frequent field visits to affected areas to monitor implementation of activities, identify opportunities and constraints and any adjustments needed, including additional staffing or staff training.

 

Partnership Management

- Regularly liaise and coordinate with the Field Officers and technical staff.

- Ensure problems related to both the project and partnership are anticipated and actively solved/avoided in partnership with the partner Organization.

- Ensure the effective communication of project aims, tasks and achievements to all parties.

 

Representation:

- Represent SIF to other Ngos, authorities and stakeholders in relation to the scope of the PSS project.

- Attend and represent SIF during the relevant working groups related to the project, especially PSS Committees and Child Protection National Working Group (CPieWG).
 - Liaise with other agencies, NGOs and government body to ensure coordination, implementation of common standards in the field and consideration of protection issues in assistance programs, together with the Program Manager.

 

Operational Team Management

-Ensure that all SIF policies are constantly implemented by the team.

-Supervise the PSS team, ensuring a good communication – coordination – information level of each member of his/her team through regular coordination meetings (or other if needed);

- Ensure regular performance evaluation of the operational staff; evaluate the needed capacity building for his/her team, as well as annual leave management etc.

- Participate together with HR during the recruitment process of PSS concerned staff.

- Ensure feed back towards the Program Manager and his/her team about issues potentially raised by them and in the field

 

 

 

 

 Financial and Logistics Management

 

 Logistics, Administration, Finance & Reporting:

- Collaborate with the logistic and administrative department, following the general reporting duties of the project under his/her responsibility. Budget issues will be reported to the program manager directly;

- Manage the PSS activity stocks and replenishments where applicable, in direct link with the logistics department;
- Issue and follow up procurements as per project needs.

 

Reporting

- Provide regular reporting on his/her activities to the Program Manager;

- Centralize all information gathered in the field and consolidate a monthly report (into the proper reporting format) to be delivered to the Program Manager, which includes: the number of beneficiaries, actions taken, awareness raising activities, number of people attending the session with breakdown per age group and gender; should also include charts, trend analysis and solutions.

 

Contribute to the Development of New Proposals

Support SIF Coordination team in developing and writing new PSS proposals.

 

 The tasks and responsibilities defined in this job description are not exhaustive and can evolve depending on the project needs.
 
QUALIFICATIONS


 Mandatory Requirements

  • Education degree: Degree in psychology, sociology, social work or equivalent.
    Work experience: Minimum 2 years of experience in a similar position (NGOs/private companies/public sector).
  • Language skills: Fluent in English (speaking/reading/writing). The knowledge of Arabic will be a strong asset.
  • Knowledge & skills: Proficiency of project cycle management /Good management capacities and team leadership spirit.
    Computer skills: Good knowledge of the MS office software including Word, Excel, Outlook


Knowledge skills required:

-     Strong knowledge in Psychosocial Support and Child Protection
-     Good management skills.

-     The knowledge of humanitarian actors and the local context is an advantage.
