Deputy Project Manager AICS

INTERSOS is a non-profit humanitarian aid organisation that works to bring assistance to people in danger, victims of natural disasters and armed conflicts. Established in 1992 with support from the Italian Federation of Trade Unions, its actions are based on the values of solidarity, justice, human dignity, equal rights and opportunities for all people and respect for diversity and coexistence, paying particular attention to the most vulnerable and the unprotected.

INTERSOS identifies with the core values of CONCORD, the European Confederation of NGOs; it adheres to international codes of conduct for humanitarian organisations and the values and principles expressed within those codes. INTERSOS is recognised by the Italian Ministry for Foreign Affairs, the European Commission and the principal UN agencies; it is privileged to hold an advisory status with the United Nations Economic and Social Council (ECOSOC).
INTERSOS is an independent association which, through its own humanitarian operators, intervenes to effectively answer the needs of people in serious crises situations, mainly in the world's poorest regions, who are suffering, deprived of rights, dignity and essentials goods. It maintains a flexible operating structure. The head office in Italy coordinates, supports and monitors the planned activities in the countries of intervention carried out by decentralised offices.

 

Job Purpose:

In coordination and under the supervision of the Project Manager, the Deputy Project Manager is responsible of the efficient and smooth implementation of the activities of AICS-SWM Project that INTERSOS is implementing in the South Lebanon. She/he will be responsible, in coordination with the Project Manager, for the assessment, planning, implementation, monitoring and reporting of all the project’s related activities. Moreover she/he will be responsible for the management of the project’s team and for coordination with the other project’s partners and with the other INTERSOS’ departments: HR, administration, logistic and programme. AICS-SMW Project is part of a WASH and Environmental comprehensive Programme that INTERSOS is implementing in the South of Lebanon. The Deputy Project Manager will contribute to the overall Programme implementation. 

 

Generic Duties:

  • Develop project strategies, tools and work plans appropriate to the local context
  • Ensure that the program is implemented on time and in a cohesive and integrated manner
  • Maintain a positive working relationship with local technical counterparts and international partners
  • Under the supervision of the Project Manager, to assess, plan, implement, monitor all the project activities;
  • Coordinate the field assessments and the collection of all the data related to the SWM project in South Lebanon as well as to other similar projects, namely the WASH project that INTERSOS is implementing in the South of Lebanon
  • Participate to the drafting of tender documents, collection and evaluation of the bids;
  • Coordinate and supervise the project’s staff work on the field
  • Liaise and coordinate all the project’s activities with the project’s partners, local authorities and the beneficiaries engaged in the project;
  • Participate to the Programme meeting, the sector meetings at local and national level, and the meeting with local authorities.
  • Support the Project Manager in elaborating the project reports using the appropriate tools and templates and collaborating to the project’s budget revision.
  • Perform other related duties upon request to support the project team and the project implementation process;

 

Specific Duties:

  • Conduct assessments of municipal capacity and solid waste management systems,
  • Participate in community consultations on SWM in order to better identify the communities’ needs;
  • Carry out (participate) in Technical assessments at field level;
  • Contribute to the Tender Dossier Redaction;
  • Work closely with the Municipalities, community leaders, local authorities and Technical Partners to ensure that activities are implemented as per work plan and ensure participation and good relations  
  • Coordinate and supervise the revision and the implementation of the solid waste management systems/plans in each municipality
  • Supervise the distribution of the SWM tools and equipment to local municipalities
  • Coordinate with the project partners the technical trainings to be provided to the beneficiaries
  • Support the Project Manager in the coordination of the missions of the international project’s partner
  • Organize and lead the round tables with the Municipalities and Civil Society Representatives
  • Lead and Coordinate the cleaning campaign and the recycling campaign
  • Coordinate with the Hygiene Promotion Department all the related awareness activities
  • Lead and coordinate the Communication activities of the project.
  • Coordinate with the project’s Engineer for the implementation of the infrastructure works foreseen in the project by ensuring that are in line with the set plan and implemented in a timely manner
  • Ensure safety procedures and rules are respected in the field by all project’s team, included partners
  • Ensure the good respect of working conditions both in office and in the field in line with the INTERSOS code of conduct and standard operating procedures
  • Ensure compliance with INTERSOS administrative and logistical procedures
  • Contribute to the supervision and control of expenses related with the activities of the project
  • Supervise project budget forecast
  • Participate in the budget revision and amendment
  • Manage all related program equipment and materials in close consultation with the project manager and the logistic officer.
  • Maintain and ensure proper project asset register 
  • Liaise with other departments and give support when needed.
  • Supervise and mentor the staff under his/her supervision 
  • Participate in staff training, helping to build technical capacity of staff, operators and partners in the area of SWM
  • Regular reporting to Project Manager and Head of base
  • Contribute to the project reports’ drafting
  • Review, in coordination with Programme Manager and project’s partners the yearly work plan to ensure that long-term and short-term priorities are on track
  • Support the implementation of a common monitoring, evaluation, and learning system among all partners and analyse the technical data it generates to inform project management
  • Participate to the INTERSOS South Programme Coordination Meetings and other technical meetings when requested by the Project Manager
  • Help to develop and execute context-specific solutions to improve collaboration, coordination and performance
  • Under the guidance of the Programme Manager, actively coordinate with other stakeholders in SWM sector in South Lebanon
  • Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
  • Communicate to the Program and to the Security managers of the working location any security related information or noncompliance with the security plan.
  • Support the identification and design of new SWM/WASH proposals in the country
  • Any other task not here listed and necessary to the projects achievement in the sector and area of assignment.

                       

Competencies:  (Knowledge, Skills & Abilities)

Professional Competencies:

  • Knowledge of humanitarian and NGO principles
  • Minimum 5 years of relevant work experience (of which minimum 2 years in managing SWM or economic recovery programming; or experience in integrated program development and management)
  • Good financial and budgeting understanding.
  • Knowledge of participatory approaches and tools to community planning, monitoring and evaluation.
  • Previous experience in M&E and report writing.
  • Previous experience in Mass Media Communication and/or Awareness Campaign is an asset.
  • Previous experience in working with international partners and local institutions and local actors, including local Municipalities, local NGOs and CSOs/CBOs.
  • MS Proficiency (Microsoft Word, Excel, outlook...).
  • Valid Driving License of more than 1 year.
