Livelihoods Officer (National Contract)

About the job 

The Livelihood Officer will be responsible for interviewing the beneficiaries and providing guidance, and helping in the implementation of the skills development and vocational trainings. S/he will be responsible for providing ongoing mentoring and follow-up to beneficiaries going through training and employment cycles and will also be responsible of referring eligible candidates to job opportunities. In coordination with the Protection team, the Livelihood Officer will have to establish youth committees and build their capacities to conduct information sessions on the topics of child labor and decent working conditions in their community with regular follow-up.

Your main duties and responsibilities will be: 

As job and business counselor : 

• Provide counseling services on employment and self-employment options, on vocational training opportunities, apprenticeship, and micro loans. And provide vocational and career guidance to registered job seekers and provide jobseekers and employers with information on relevant Lebanese regulations (including on business start-up) and their implications for Syrian refugees, and Lebanese jobseekers 

• Support employers through pre-screening of job seekers and match job seekers with training and employment opportunities and Interview job seekers before referring them to employers. Refer job seekers to relevant job opportunities 

• Follow up with jobseekers after referring them to employers, and/or after being hired. 

• Organize and hold group information sessions (job application training and information) 

As training responsible: 

• Organize skills development and vocational training courses together with service providers and supervise their implementation, ensuring that all logistical arrangements are taken and that beneficiaries attend regularly and Supervise the delivery of skills development trainings and vocational trainings, based on direction and curriculum developed by DRC or partners 

• Gather information on the local context, target communities and employers to assist the Livelihoods Manager in selecting market-oriented skills development courses that match the needs of employers in the Bekaa  

• Establish and maintain contact and productive working relationships with community representatives, local and international organizations, jobseekers/beneficiaries and employers as related to life skill development and vocational trainings 

• Organize and assist in data collection and analysis for beneficiary and community selection, as well as for monitoring and evaluation of all training. Ensure that beneficiaries’ selection is in full compliance with DRC procedures, pre-established vulnerability criteria. 

Other : 

• Establish a youth committee to conduct information sessions on the decent work conditions. And Follow-up regularly on the committee and provide support when needed 

• Create linkages with DRC’s protection team as well as with other actors delivering life skills and vocational trainings 

About you 

To be successful in this role we expect you to have Bachelor degree in Social Sciences, Human Resources, Social Work or equivalent.. Moreover, we also expect the following:

Required  

• Minimum of two years of experience in the Livelihood sector, particularly in skills development and vocational trainings programming 

• Excellent interpersonal communication skills  

• Good experience in counseling  

• Experience in dealing with vulnerable beneficiaries 

• Understanding of the job market in the Bekaa  

• Experience working with private sector employers  

• Can work in stressful environment. 

• Good written and spoken in english language 

Desirable 

• Previous experience in INGOs is highly desirable

We offer 

  • Contract length: 8 months until March 2019 
  • Level:  C1, Monthly Basic Salary USD 1650.  
  • Duty Station: Bekaa 
  • Start date: August 2018
