Main responsibilities:
- Act as a point of reference for Employee Relations in FPS Lebanon.
- Lead the Employee Payroll generation for FPSC Beirut with hands-on participation.
- Consolidate and audit FPS HR reports, global activities and global initiatives.
- Lead and follows-up on all HR projects in close coordination with Management.
- Participate in formulating, and implementing Training & Development policy and plans aiming to grow and retain FPS staff.
- Prepare and coordinate new comers induction plan and onboarding.
- Keep all employees informed at all times with important changes e.g. New joiners, change of policies, leavers, company’s events, etc.
- Lead the recruitment activities for all entry-level and supervisory positions including but not limited to: increasing the talent pool, online and offline job posting, pre-selection, interviews, interview feedback, reference checking, arranging next interviews, exit interviews, etc.
- Keep an up-to-date list of the market trends, practices and salaries following the candidates interviews
- Set the human resources management procedures and issue the related policies & procedures. Inform all concerned of the new/changes in P&P’s
- Stay updated with the latest trends and introducing constant improvement to FPSC HR practices.
- Set and implement the Staff Activities calendar.
- Coordinated with the Project coordinator to, ensure there is adequate attendance and coverage during periods of absence, training needs are met and performance evaluated.
Liaison:
- Conduct regular meetings with management to go through Human Resources related issues: project progress, identify key challenges, and address other issues.
- Conduct weekly meetings with the Project coordinator and management to identify and deal with key challenges and address other needs.
- Work closely with Project Coordinator and management to: ensure support, capacity building, and training development for clinical staff.
- Provide HR support in developing and carrying out MHPSS staff training and development
- Ensure that all FPSC staff receives appropriate and adequate MHPSS orientation including psychological first aid, crisis management, and mhGAP.
- Implement and advocate for the National Mental Health Programme MHPSS recruitment criteria in all aspects of program work.
- Build the staff capacity to better implement programs.
- Address challenges encountered by field and office personnel.
- Monitor the HR related documentation concerning the project personnel: Community Mental Health Clinic Medical Team, MH Technical Advisor, and additional staff, consultants, and interns as needed, ensuring there is adequate coverage during periods of absence.
- Provide necessary HR data and reports to the Program Development and Quality Manager and Head of Mission.
- Liaise closely with the Logistics, Security & Fleet Manager and the Finance department or officer.
Support MHPSS program development and proposal writing with HR data and reports..
Reporting:
- Establish systematic data collection for reports.
- Along with the Program Development&Quality Manager and Head of Mission participate in writing the Human resources section of a donor reports.
- Provide a monthly report to Program Development&Quality Manager and Head of Mission about HR related implementation, needs, successes, challenges and progress.
- Submit data required for donor reports and monthly reports, as required by the Head of Mission.

Requested Competence/Skills/Profile:
Education: BS in Human Resources or Work Psychology; Master’s degree in Human Resources is a plus.
Required professional skills:
- Highly organized
- Ready to work with a diversified set of labor laws
- Able to take reasonable decisions unaided.
- Trained in human resource management (according to the People in aid code of Good Practice) is a plus
- Training on Frontline Crisis Management Protocol is a plus
Experience:
- 2 to 3 years’ experience in an HR cross-disciplinary
- Experience working within the field of mental health is highly valued.
