About Medecins du Monde:

 

For more than 35 years, Médecins du Monde (MdM), a campaigning medical organization committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organization do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.

 

Since 2011 the conflict in Syria has resulted in massive displacements of population within the country and into neighbooring countries, particularly to Lebanon, Jordan and Turkey. Following assessments in these countries, MdM activities started on Syrian borders in May 2012, offering primary and specialized healthcare services for refugee and displaced Syrian populations.

 

MdM has been working in Lebanon for nearly 30 years and specifically on the response to the Syrian crisis since 2012. The goal of MdM in Lebanon is to offer care to Syrian refugees and vulnerable Lebanese affected by this crisis. Currently, primary healthcare services are provided through 4 partners in 5 primary healthcare centers (PHCCs) in the Bekaa. MdM is also providing mental health and psycho-social support (MHPSS) services to Syrian refugees and vulnerable Lebanese in 3 centers (Beirut, Central and West Bekaa). A research component is also implemented by the mission with a dedicated team, aiming to provide evidence-based and to contribute to improve practices in the MHPSS Sector.

 

To implement and monitor the activities, the mission in Lebanon has been set up with a team of more than 50 people managed by a General Coordinator and coordination team.

Roles and Responsibilities:

 

Ensure the quality of care at MdM-Partners’ PHCCs

 

  • In cooperating with primary health care program, the Medical Advisor will lead on carrying-out technical assessments of the quality of comprehensive health care services at current partners’ primary health care centres.
  • In close collaboration with the Regional Medical Referent, ensure that MdM’s programs are implemented through both national and MdM Medical Framework, adjusting the methodology and provide improvement plan accordingly
  • Monitor and provide support for implementation improvement plans through regular visits (on weekly bases) at the PHCCs and ensure the quality of services provided at the PHCC ;
  • Ensure compliance to protocols and that diagnosis is accurate and that cases are managed according the Lebanese Ministry of Public Health (MoPH), MdM and WHO’s standards.
  • Monitor the quality of care provided at the PHCCs by following the quality indicators mentioned in the national accreditation program as well as the MdM’s monitoring framework. This will include support to health care providers at PHCCs level in particular physicians.
  • Ensure physicians are prescribing drugs, laboratory and imaging test rationally in coherence with recommendations of the MoPH, WHO and MdM’s guidelines ;
  • Accompany the Medical Mobile Unit MMU visiting Macharih El Qaa once a month to ensure the quality of medical care provided.
  • Analyze epidemiological trend using MdM’s monitoring health information data and PHCCs’ Health Information System in order to utilize them in discussions and follow up with the PHCC physicians and health staff.
  • In close collaboration with MdM MEAL department and health program, review current medical records audit and recommend changes for better evaluation to the services provided and patient outcome.

 

Enhance the technical Capacity building of MdM health program and PHCCs health Staff

 

  • Asses local capacity of doctors and health care teams and conduct training regarding consultation, prescription, treatment at PHCCs and MMU and referral pathways to higher level of care (secondary and tertiary health care)
  • Ensure the implementation of a global medical training plan for primary health care program staff, and partner medical staff.
  • Deliver any other medical trainings if/when required and ensure medical trainings are properly delivered by MdM staff;

 

Reporting and follow up

  • Monthly Reporting on the quality of health care services provided at partners’ PHC centres.
  • Reporting and monitoring public health context and challenges,  and propose in collaboration with medical team any change to adapt the program if necessary (outbreaks, new health needs arising, influx of refugees…)
  • Participation in the regular technical meetings with partners and health stakeholders.
  • Participation to MDM internal meetings and individual meetings.
  • Facilitate regular medical briefings and debriefings.

 

Other Responsibilities:

 

  • The medical advisor will be involved in supporting and Overseeing pharmacy operations to ensure a high quality service is provided when needed.

Requested Competence/Skills/Profile

 

  • Doctor
  • Strong Knowledge of public health. (master in public health is an added value)
  • Experience working with NGO is preferred.
  • 2-3 years’ experience in working with Lebanese primary health care sector. (experience in working with PHCCs enrolled in MoPH network and passing through the national accreditation process is an added value).
  • Experience in capacity building & in working with national medical staff.
  • Ability to conduct regular field visits particularly in the Bekaa region on weekly bases.
  • Professional proficiency in Arabic and English is mandatory.
  • Good writing and communication skills
  • Interest for Human Rights and International Humanitarian Law
  • Ability to have a global overview of a program (not only on medical plan)
  • Strong ability to observe, analyse, report and take initiative.
  • Ability to work with a team and as well to work independent.
  • Ability to seek for, to collect, and critically analyse data and information needed to achieve the tasks.
  • Clear commitment in the project thematic.
  • Ability to communicate any technical or non-technical topic with clarity and to share with your team any important project information.
  • Proficiency with word, excel environment.
  • Ability to self-reflect your work, to recognize what needs improvement and to propose solutions.
