Senior Engineer (National Contract)

In the framework of the recently started project SWaM Akkar. Supporting Sustainable Solid Waste Management in Jurd al-Kaytee, Akkar cofinanced by the European Union, COOPI is looking for a Senior Engineer to supervise the technical activities and works related to the project.

Main areas of responsibility (in coordination with COOPI Project Manager):

 

  • Supporting COOPI to the achievement of the Expected Results of SWaM Akkar. Supporting Sustainable Solid Waste Management in Jurd al-Kaytee, Akkar;
  • Contact to and co-operation with relevant local authorities and project partners;
  • Ongoing strategic planning and development of SWM projects to be implemented in Akkar- Lebanon;

 

Specific duties:

 

More specifically, he/she will

 

  • Actively participate in all phases of the elaboration of the participative Waste Management Master Plan for Jurd al-Kaytee area and take the lead in implementing a coherent Waste Transfer and Recycling system, accordingly to Master Plan results.
  • Coordinate the implementation of all works planned in the project, performing timely supervision with regular field visits to assess progresses and report on bottlenecks and potential problems for immediate action, and provide technical support and/or refer to relevant stakeholders for problem resolution
  • Ensure that works are finalized by the date set by line management.
  • Report /propose for correction in case of items identified with any defects/variation/additional/deletion.
  • Supervise and, ensuring full compliance with required standards and specifications, quantities delivered to the site, site conditions, photo documentation
  • Coordinate and supervise all the field technicians (works supervisor, architects, urban planner, etc, both local and expatriate) involved in the technical aspects of the project.
  • Conduct field assessments and coordinate with different stakeholders to determine scope of work, resource requirements, and estimated costs.
  • Actively participate in all Procurement activities (including Technical Specifications and Bill of Quantities for supply and works contracts);
  • Supervise the elaboration of all Drawings, Technical Specification and Bill of Quantity, and other relevant documents, for the required project(s).
  • Provides weekly reporting on the progress of the project during assessment, tendering, and implementation phases, including measurements of progresses.
  • Ensure that any matter that requires attention is reported for direct action.
  • Perform Quality Checks of each material that have to be utilized for the implementation of the works before their installation.
  • Ensure hand-over and sign-off process after accomplishment of works
  • Participate in the regular program team meetings on a regular basis
  • Carry out assigned technical tasks on behalf of COOPI in the best interest of the organization and beneficiaries
  • Support in establishing and maintaining proper project documentation and records, including but not limited to: needs assessments questionnaires, monitoring questionnaires, consolidated list of beneficiaries, photos BoQs, designs both soft and hard copies
  • Liaison all local/national government representatives to ensure commitments are received in parallel to ongoing projects to allow for timely completion and to address any issues raised regarding contractor’s work;
  • Collaborate closely with INGOs and national NGOs and CBOs.present in the intervention area.
  • Conduct himself/herself both professionally and personally in such a manner that complies with COOPI standards, values and mission.
  • Any other duties as assigned by the supervisor.

 

 

Qualifications and skills:

  • Work sites experience, ideally in Landfill Reclamation or related to Solid Waste Management.
  • Proven experience in procurement, including elaborations of TORs and BOQs.
  • Excellent computer skills
  • Valid Driving License and ability to drive both automatic/manual cars
  • Previous experience in working with national/international NGOs is an asset
  • Knowledge of COOPI mission, values, approach and operations is an asset

Accomodation in Akkar is provided by COOPI in the project guesthouse based in Hrar.
