General Description of task(s) and objectives to be achieved
Background
The Food and Agriculture Organisation of the United Nations (FAO) is currently implementing a project funded by the Dutch Government and entitled “Promotion of Agricultural Livelihoods and Employment through Investment in Land Reclamation and Water Reservoirs” in close collaboration with the Green Plan. The project responds to the reduced livelihood and food security levels resulted from the Syrian crisis. It tackles its negative impact on the host communities through the support to the agriculture infrastructure development in small mountainous exploitations, and improving the agricultural productivity and the farmers’ income, in addition to the creation of employment opportunities for both host communities and Syrian displaced.
The project aims as well to build the capacities of Green Plan to assist poor farmers in deploying agriculture infrastructure, as well as to contribute to the implementation of the new Green Plan Strategy Plan 2015-2019 in sustaining rural livelihood while improving water and soil conservation.
The project objectives are:
- Strengthen the capacity of the Green Plan to implement rural development projects for vulnerable people;
- Improve the livelihood of small and medium farmer communities through 390 ha of land reclamation and water conservation;
- Improve the know-how of 1,220 farmers in establishing and managing orchards and irrigation systems; and
- Create over 80,000 person-day job opportunities in the agriculture sector.
This assignment falls under the first project objective. Therefore, FAO is seeking to hire a national consultant to assist the Green Plan in obtaining the ISO 9001:2015 standards certification.
Main objectives of the assignment
Provide the Green Plan with a roadmap to implement ISO 9001:2015 standards.
The specific objectives of this assignment are:
- Analyse the gaps of the Green Plan in relation to the ISO 9001:2015 requirements;
- Develop a roadmap for the Green Plan to overcome the identified gaps with ISO 9001:2015 certification requirements.
Duties, Responsibilities and Scope of Work
The ISO 9001 Consultant will report directly to the Project Manager / Chief Technical Advisor. In particular, the incumbent will assess of the Green Plan’s current situation and its readiness to comply with the ISO 9001 standards:
- Understand the current organizational structure of the institution, headquarters and regional offices, its different workflows as well as its existing Quality Management System;
- Visit the different regional offices and understand their internal operations;
- Ensure that the management of quality comprises the activities, resources, processes, organization and staff to ensure effective implementation of the Quality Management System from a top down approach;
- Study and evaluate the effectiveness of existing management system and find the gaps with respect to recommendations of ISO 9001:2015 standard and best international practices in Quality Management System;
- Report the findings in terms of strengths and opportunities for improvement with recommended improvement framework;
- Prepare a detailed roadmap to overcome the gaps observed in the Gap Analysis phase specifying the tasks, responsibilities, challenges, timeframe, resources and actors that need to be involved (internal/external).
Profile and minimum expertise required
- Advanced University Degree in Economics, Business administration or other relevant field to this assignment, with background or good understanding of the governmental sector;
- Qualified auditor on ISO 9001 standards;
- A minimum of five (5) years of professional experience in ISO 9001 Quality Management consulting;
- Proven experience in executing or advising at least five (5) ISO 9001 projects in the government sector or organizations in/outside Lebanon;
- Knowledge of relevant policies and regulatory framework of the Lebanese public sector;
- Experience in working with FAO or other international organizations will be an advantage;
- Demonstrated interpersonal skills, as well as the ability to communicate effectively with all stakeholders and to present ideas clearly and effectively;
- Good written and oral working knowledge in English and Arabic;
- Computer literacy, Microsoft package;
- Initiative, judgment, organizational ability and a good sense of teamwork and human relations.
