Monitoring, Evaluation, and Learning Director - USAID Improving Public Education Outcomes program

Chemonics International, a leading international organization based in Washington, D.C., seeks a Monitoring and Evaluation and Learning Director for the USAID-funded Improving Public Education Outcomes (IPEO) Program.  The project aims to support the Ministry of Education (MEHE) and Center for Education and Research and Development (CERD) to improve reading, writing, and social and emotional learning skills of girls and boys in public primary schools in Lebanon. The program will support the public education system’s overall capacity to plan, budget, deliver, monitor, evaluate and institutionalize quality educational services by providing in-depth technical assistance to the CERD and the MEHE after assessing their institutional needs and gaps. Improving the use of data for enrollment, retention and learning will be essential for sustained outcomes. Director of Monitoring and Evaluation and Learning (MEL)

Principal Duties and Responsibilities

  • Overall responsibility for life of project M&E also supports, advises, and provides guidance for activity level M&E.
  • Leads the design and implementation of the program-level MELP plan, including the strategy for collecting, evaluating, and validating data to measure overall progress towards project intermediate results and goals.
  • Refines performance indicators and establishes baselines and targets for output, outcome, and impact level monitoring, as well as benchmarks for performance over the life of the IPEO project.
  • Leads information management, and directs the process of identifying, analyzing, and synthesizing lessons learned. Works closely with the chief of party, and component team leaders to incorporate lessons into new activity development and implementation.
  • Abides by best practices for monitoring and ability to use unique identifiers
  • Leads the development of internal and external impact evaluations and evaluation questions that are salient to the implementation, adaptation
  • Leads special studies using complexity-aware monitoring methods
  • Routine project related tasks including attendance of staff meetings, submission of required reports, and success stories
  • University degree in the social sciences or related field; master’s degree preferred.
  • At least 6-8 years of experience designing and utilizing tools for data collection, monitoring, evaluation, and reporting of donor-funded projects.
  • Experience with results frameworks, indicators, and targets, preferably for USAID projects.
  • Prior experience designing and implementing baseline assessments and impact evaluations. 
  • Experience implementing systematic, intentional, and resourced approaches to strategic collaboration, continuous learning, and adaptive management.
  • Knowledge of education sector in Lebanon
  • Technical familiarity with early grade reading is preferred.
  • Excellent communication, negotiation, and writing/reporting skills. 
  • Fluency in spoken and written Arabic and English required.
