MEL Assistant and Data Management Specialist - USAID Improving Public Education Outcomes program

Assistant, Monitoring and Evaluation and Learning (MEL) (x2)

  • Responsibilities include:
  • Strengthen data usage for planning, monitoring, decision making and measuring and improving learning at different levels of the education system by drawing on international best practices and innovative methods
  • Support the development of a unified data management framework at all levels to make better use of the Government of Lebanon (GoL)’s education data sources
  • Work with MEL specialists and Director to provide technical assistance to manage the monitoring and evaluation of IPEO program
  • Assist with key aspects of the planning process such as monitoring and evaluation, and identifying and addressing capacity needs
  • Ensure the timely and quality completion of technical deliverables
  • Identify and establish innovative partnerships in support of component objectives as needed
  • Bachelor’s degree in education, statistics, or other relevant field
  • Experience developing and implementing Education Management Information System (EMIS)
  • Experience in monitoring, evaluation, and learning (MEL) in an education context
  • Experience in data performance systems and data collection
  • 1-3 years of experience in MEL in education setting.
  • Ability to communicate fluently in English and Arabic

Data Management Specialist

  • Develop tools for data collection including schools site visits.
  • Clean data and perform data analysis to be prepared for reporting.
  • Maintain data entry requirements.
  • Combine data from multiple files when needed and purge files to eliminate duplication of data.
  • Secure information by completing data backups.
  • Gather survey forms and enter the data into Excel sheets/software for analysis and breaking down the data and sorting the information by different factors.
  • Assist the MEL team in developing tools for log frame indicators quarterly data collection.
  • Social media outlets screening and saving screenshots and photos related to the program grants and grantees.
  • University degree related field
  • At least 4 years of experience in data management and reporting
  • Excellent communication, and writing/reporting skills.
  • Team player with the ability to also work independently
  • Fluency in Arabic, with strong speaking and writing skills in English.
