Senior Procurement and Logistics Coordinator

The Role:

Oversees the procurement and logistics of IWPR Lebanon’s office programs. Supports and ensures effective provision of goods and services to program activities in compliance with specific donor rules and regulations.   

ESSENTIAL JOB FUNCTIONS:

  • Enforce proper use of procurement ceilings and approval procedures.
  • Understand IWPR procurement and logistics policies and formats. In addition, provide capacity building and coaching of these policies to staff members and programs stakeholders.
  • Assist staff members in the completion of the Purchase Requisition Form and other documentation needed for the initiation of any procurement.
  • Act as focal point to interact with contractors, consultants and service providers in coordination with the program and admin team.
  • Ensure that the required documentation of supplies and transactions are completed to IWPR policies and standards.
  • Regularly produce purchase status and completed purchases reports.
  • Coordinate with the Finance and Admin department to ensure that payments are made on time and without any unnecessary strain on the financial systems of IWPR.
  • Responsible for asset management. Identify assets during the course of procurement and receipts of assets. Ensure that the assets tracker of goods and services is updated and all assets of program activities and operations is on the register.
  • Create a vendor list for commonly or potentially bought items per market price and maintain it on file and up-to-date.
  • Responsible for the final clearance of all invitations to bid, RFP/RFQ, contracts, BPAs related to contracting of goods and services.
  • Directs negotiations with vendors on major contracts.
  • Follow up with the field centers in the operating country to ensure the procurement of goods and services are done to IWPR rules and regulations.
  • Promote integrity and promote work environment of mutual respect and team spirit. 

QUALIFICATIONS and REQUIREMENTS:

  • Bachelor’s degree in business or or other relevant discipline.
  • Minimum of two years of experience in procurement and logistics.
  • An equivalent combination of education and experience.
  • In-depth knowledge of procurement in an international NGO.
  • A clear understanding of procurement ethics and donor compliance is essential.
  • Fluency in English and proficiency in Arabic;
  • Strong organizational skills and detail oriented.
  • Ability to interact effectively with international and national personnel.
  • Demonstrated ability to communicate effectively verbally and in writing.
  • Demonstrated ability in using Microsoft Excel to develop and track budgets.
  • Ability to prioritize assignments; effectively handle multiple assignments and work independently;
  • Flexibility, creativity, and the ability to maintain a rapid and demanding pace of work are also required.
  • A high level of energy, positive attitude and the ability to work in a team setting and stressful program environment are essential.
  • Ability to travel in the region when required.
