Monitoring, Evaluation & Reporting (MER) Officer

The Role:

Monitors program activities and results compared to baseline M&E indicators, recommending adjustments to activities or indicators based on results. Monitors projects, conducts evaluation of project performance, and works with project staff to develop lessons learned and recommendations. 

ESSENTIAL JOB FUNCTIONS:

  • Monitoring and Evaluation:
  • Reviews all current files to ensure that stated best practices are in place.
  • Conducts field visits to ensure proper implementation of programs per M&E plan. Build capacity of beneficiaries and program team on M&E plan. Conduct /organize meetings with programs staff to ensure understanding and commitment to M&E requirements and best practices..
  • Conducts random checks of beneficiary files and/or activities records to ensure adherence to selection criteria, selection process documentation and archiving of beneficiaries required documents.
  • Oversees data collection by program staff and monitoring personnel. Verifies the accuracy of all M&E data collected. Develops tools to measure progress against indicators. 
  • Ensure that baseline and end line surveys planned are implemented in a timely fashion and in accordance with IWPR guidelines. Develops sample frames, survey questionnaires and field implementation training and methodologies on data collection.
  • Analyses surveys, pre and post tests data and prepares reports, lessons learned and recommendations.
  • Prepares success stories, case studies and qualitative findings of the program's progress.
  • Contribute to the mid-term and final evaluations of the program.
  • Reporting, Communication and data management:
  • Lead the regular and adhoc reporting to the donor and ensure they are submitted on time to the Programs Manager and that all reports are of a high quality.
  • Develop reporting formats to beneficiaries and guide them on how to complete them.
  • Review all external communication documents and highlights to the donor.
  • In coordination with the organizations’ editor ensure success stories are posted on IWPR website.
  • Ensure that files are well organized and conduct spot check on the files hard and soft copies and ensure to fill in the gaps if any.
  • Lead the write up of security and incidents reports on a monthly basis from the field and keep those updated.  

QUALIFICATIONS and REQUIREMENTS:

  • Bachelor’s degree in business or political sciences or related field.
  • Minimum of five years of related experience in the M&E field working for an international NGO, including experience in survey design, implementation and analysis.
  • An equivalent combination of education and experience.
  • Fluency in English and proficiency in Arabic;
  • Strong organizational skills; ability to interact effectively with international and national personnel.
  • Understanding of the political, security and general context of Syria and Lebanon.
  • Demonstrated ability to communicate effectively verbally and in writing in both English and Arabic.
  • Demonstrated ability to Microsoft Office; especially Excel and statistical packages such as SPSS.
  • Ability to prioritize assignments; effectively handle multiple assignments and work independently;
  • Demonstrated attention to details and the ability to follow procedures and meet deadlines
  • Flexibility, creativity, and the ability to maintain a rapid and demanding pace of work are also required.
  • Detail-oriented. Strong ability to solve problems.
  • Ability to work in a team setting and stressful program environment are essential.
  • Ability to travel in the region when required.
