MEAL Supervisor

MISSION

Under the supervision of the Monitoring, Evaluation, Assessment and Learning (MEAL) Manager, the MEAL Supervisor will support and assist the different programs teams in the collection and documentation of monitoring and evaluation information regarding all activities conducted by SI. The MEAL Supervisor will train program teams on the use of adapted tools and methodologies and directly implement some of the evaluation surveys. He/she will work on compiling information to build on SI’s institutional knowledge, producing capitalization reports for SI and donors. The MEAL Supervisor will also be responsible for collecting information related to the humanitarian situation and context evolution.

The MEAL Supervisor will work in close cooperation with SI Program Teams to ensure that he/she has an in-depth knowledge of the specificities of the programs conducted and to regularly feedback the program teams on the outcomes of the MEAL activities carried out in the field.

 

Responsibilities:

Monitoring and Evaluation activities

  • Ensure with the Program Manager that the key indicators are monitored
  • Ensure the proper utilization of SI monitoring tools
  • Train Program team (Planning of the survey, recruitment of enumerators, sampling, coding and use of ODK forms, data analysis, report writing, indicator follow up)
  • Under the supervision of the MEAL Manager, conduct final evaluation of implemented projects (definition of the tools and methodologies, identifying human and logistical resources needed and liaising with the relevant departments, implementation of the surveys, managing teams of enumerators, data analysis, drafting reports)
  • Support in compilation and analysis of the data collected

 

Reporting

  • Under the MEAL Manager, participate in drafting the reports as follows:
  • Participate in the data cleaning, compilation and analysis of the data.
  • Draft report.
  • Communicate to the Program Managers the result of all monitoring and evaluation missions (debriefings, presentations, report sharing).
  • Propose recommendations to Solidarités International based on the outcomes of the MEAL activities.
  • Prepare summary presentation and summary sheet of the findings

Accountability

Report all negative feedback or lack of accountability, protection issues or “Do no Harm” policy breach to his/her line manager.

  • Representing SI on the field and with beneficiaries by providing information on services provided by SI or otherwise, referring cases/needs, providing the complaints and referrals hotline, wearing visibility items, and acting in a professional and accountable manner.

Internal Communication

  • Participate in programs meetings and provide update on MEAL activities to all SI’s employees.
  • Organize presentations of the findings with program teams.
  • Participate in all trainings that his/her supervisor will see suitable.
  • Support the dissemination of the achieved results, success stories and testimonies at international, national and local level, among partners and stakeholders.

Institutional Knowledge Building

  • Upon request from MEAL Manager, collect internal and external data to produce IKB reports on specific issues.
  • Ensure that all MEAL documents are properly archived and easily accessible.

Experience:

  • Minimum 1 years’ experience with an NGO specialized in humanitarian assistance with at least 6 months experience in project monitoring and evaluation or research;
  • Experience of working in all aspects of monitoring and evaluation, ideally including: an in-depth understanding of indicators, a good understanding of logframes, and a good understanding of the project management cycle;
  • Experience with M&E tools/activities including: FGDs, KIIs, monitoring surveys (ex: Post distribution), evaluations (KAP, baselines/endlines, etc.);
  • Experience in writing reports;
  • Experience in designing and conducting quantitative and qualitative studies including collecting, analyzing and presenting quantitative and qualitative data;
  • Experience designing and conducting trainings.

• Strong training/capacity-building skills;

• Stress management skills: ability to work under pressure to meet tight deadlines, with peaks of heavy workloads;

• Excellent understanding of humanitarian principles, accountability, and do no harm;

 

NOTE: SI's operating bases are in Tripoli, Zahle, and Beirut. The employee will be required to operate mainly from Beirut. However, he/she may be required to regularly work from the other bases to perform tasks/attend meetings or trainings/etc. Flexibility in this matter is required. Upon need, appropriate accommodation/transportation will be provided according to SI's policy.

 

The present position can be asked to drive SI’s vehicles during working hours.
