Introduction
L'Institut Européen de Coopération et de Développement (IECD) is a French development organization, created in 1988, operating in the field of international solidarity. Today, IECD and its local partners implement several programs for vocational training, access to education, support to small enterprises and health care projects in 14 countries. It has been running projects in Lebanon since 1989.
Semeurs d’Avenir (SdA) is a Lebanese non-for-profit organization, created in 2010, operating in the field of vocational and educational training. Semeurs d’Avenir is the key operational partner of IECD in Lebanon. Along with IECD, a team of some 50 people runs about ten projects in the country.

IECD and SdA have been enjoying strong growth in Lebanon over the past years. They are seeking to hire a videographer who can film and direct a small video about short-term vocational training i.e. FC Program.
FC Program
FC program is operated in four regions, Tripoli, Mt Lebanon, Beqaa and Sidon. It entails short-term vocational training for youth who are unemployed, cannot afford to continue their education or dropouts. Its main goal is to provide the youth with a professional skill to be able to work and sustain themselves and their family.
Mission
The purpose of this assignment is to document the trainings and the impact of these trainings while also highlighting the work of IECD/SDA in Lebanon. In line with this, IECD/SDA is seeking a videographer who can direct and produce a high-quality, 5-6-minute documentary showcasing our work. The documentary is aimed at an external audience and should therefore serve as a summary of FC program’s activities and to showcase the impact of the program. In this regard, hearing directly from the beneficiaries themselves through the medium of film will effectively illustrate the impact of our program on their individual lives. Thus, the documentary should include footage of both individual interviews and the short-term trainings.
Specific Tasks for Documentary Maker
- Draft a brief synopsis and script setting out the situation of targeted beneficiaries, as well as the purpose and effect of FC Program’s activities. After completing the draft, get it approved by relevant SDA/IECD staff.
- Establish a plan and schedule to conduct interviews with key stakeholders and film clips and images of key meetings/interviews with SDA/IECD key staff. Also accompany field staff on visits to sites where IECD/SDA recently completed and/or is currently implementing FC Program and film any other relevant clips and images based on the approved synopsis.
- Travel to program regions’ and offices of IECD/SDA’s partners in different locations throughout Lebanon.
- Film video of interviews with the major beneficiaries and stakeholders of FC Program (project areas will be assigned beforehand).
- Narrate, edit and produce a high-quality documentary on the FC Program. Share the draft version with IECD/SDA for review and consent.
- Provide a 5-6 minutes Digital Video Disk (DVD) of the final, approved documentary with adequate background music in finest and high-quality video formats including HD, AVI and MP4
- In addition to the documentary, capture at least 50 high quality pictures of RF activities/beneficiaries during the field visit
Remuneration
The videographer’s payment shall be based on the financial proposal developed for this consultancy. Payment shall be through cross check or bank transfer in three instalments of;
- 1st instalment of 20% on submission of synopsis/script of the assignment;
- 2nd Instalment of 40% upon submission of an acceptable draft documentary; and
- 3rd instalment of 40% final payment upon submission of the final outputs, incorporating suggestions and recommendations from relevant IECD/SDA staff
Timeframe
Tender closes 22nd August 2018.
Full project starts 27th August 2018 and ends 24th September 2018.
