Program Officer

On the field responsibilities & program follow up tasks:
1. Act as the focal point for outreach workers while conducting any field activitiesand supervise them during the validation exercise of RI’s referred list which is donethrough phone calls in order to ensure that they are reaching the targets, acting inalignment with RI’s values and code of conduct, and producing quality data.
a. Develop and update a standardized training presentation and material forOutreach Workers in order to provide them adequate information abouttheir tasks and responsibilities; in addition, the job holder will activelyparticipate in the trainings conducted for Outreach workers.
b. The job holder is expected to follow up on the implementation of the workplan and not to manage the Outreach Workers. Any challenges faced by thejob holder should be directly reported to the Program Manager on the sameday in order for the right corrective action to be identified and implemented;the job holder should not take decisions related to employee relations on his
own;
c. Assist the Program Manager in ensuring that the Outreach workers’ tasksare implemented in alignment with the work plans, timeframes and
deadlines;
2. In close coordination with the Program Manager, the job holder will sserve as afocal point in the program operational areas: North, BML and Bekaa. The job holder must ensure consistent and professional coordination, communication and follow up throughout the life cycle of the program by liaising with the key internal and external focal points (Operations and HR departments, and key stakeholders
respectively). The job holder should not take any decisions related to these focal points or any other external parties without coordinating with the Program Manager first.
3. In coordination with the Program Manager, the job holder will follow up and act asthe focal point with the Operations team to ensure proper coordination of the logistics requirements for any activity; any concerns regarding logistics should be reported directly to the Program Manager in order to be discussed with the Operations Coordinator.
4. The job holder should continuously demonstrate a high level of professionalism while working or coordinating with the beneficiaries, their family members and any external party; any incident or work-related conflict should be immediately reported to the Program Manager. The Job holder should avoid going into any work-related communication which might jeopardize the relationship of RI with any party.
5. The job holder will support M&E team members in order to ensure a timely implementation of program assessment activities and focus group discussions (FGD). This includes participating in the recruitment of Outreach Workers (in coordination with the HR team members), distribution of locations, field visits and day to day follow up on the progress of activities.
6. Report all complaints from the field to MEAL Officer in order to ensure that the right corrective actions are taken; in addition adequate follow up mechanism should be set in place in order to ensure that the complaint had been handled in the most
effective and efficient manner.
7. In coordination with Program Manager, the job holder should ensure timely implementation of the program activities as per the work plan, assist in updating the program’s work plan on a monthly basis and update the program monthly
schedule.
8. The job holder should also assist in developing and updating SOPs based on the program needs and requirements; and ensure that the program files are appropriately archived (soft and hard copies);
9. Establish rapport with identified Education Community Liaisons (ECLs), and follow-up with them on a regular basis to triangulate attendance information;
 Develop the schedule for the Homework Support Groups and ensure they are implemented according to the agreed upon schedule;
 Compile reports from the CFE Assistants on the attendance of children to the
Homework Support Groups on a daily basis, and ensure the necessary followup actions are taking place;
 Follow up with households regarding attendance of children to Homework Support Groups through household visits when/if CFE Field Assistant is not able;
 Ensure the discontinuation criteria are clearly reinforced and applied consistently according to the established procedures;
 Liaise with local actors as necessary (Shawish, municipalities, etc) to ensure strong community relationships;
 Participate in field-level coordination and ensure staying up-to-date on developments in the Education sector and any other sector affecting the CFE intervention;
 Refer cases for further follow up by specialized agencies identified at the field level; Beneficiaries’ direct-related activities
1. Assist in the distribution process upon identification of beneficiaries; the job holder is expected to participate in the distribution planning, mapping and booking the distribution site, calling beneficiaries to attend the distribution day, facilitate the
HHs movement during the distribution day; assist/ conduct training on the usage of the ATM card in order to explain the procedure step-by-step while ensuring that the communication provided is clear and simple.
2. The job holder will be responsible for providing card replacement to beneficiaries through conducting household visits; this task should be implemented in alignment with the program’s internal policies and procedures;
3. Prepare beneficiaries’ lists for the monthly loading; and monitor the accounts’ balances on a bi-weekly basis and follow up with beneficiaries who are not withdrawing their money in order to receive the right feedback and identify the
corrective actions accordingly. In addition, the job holder should verify and cross check RI's case load on RAIS in order to prevent duplication of assistance with other agencies.
4. Assist the Program Manager in identifying livelihood actors in RI’s operational areas and identify beneficiaries eligible to be referred to livelihood activities. In addition, the job holder should document referrals received by the program members and M&E team, refer cases to the appropriate agencies and closely follow up on the status of the referred cases.
 The job holder should follow up with the beneficiaries and agencies to which the beneficiaries are referred to. This is done in order to make sure that beneficiaries followed the process regarding the referrals and that they were able to access the needed services or not. In case the beneficiaries didn’t follow the referral process, then the job holder should contact them in order to have a full understanding regarding why this had taken place and what do they need in order to facilitate the process. This data and
information should be well documented.
 The job holder is expected to have a proper documentation mechanism regarding the referrals and provide the needed updates in a well-organized manner. This includes but is not limited to:
o Maintaining records, developing a logging or tracking system;
o Providing a weekly and monthly detailed reports on the status of all referrals. As such, the reports provided by the job holder should be
accurate, organized, updated, and comprehensive;
 Update RI’s referral pathways
o Update the agencies focal points contact information for accurate referrals
5. The job holder should demonstrate a high level of cultural sensitivity, professionalism, politeness and objectivity when dealing with the beneficiaries under all circumstances.
6. Ensure that the right information is communicated with beneficiaries regarding the cash assistance activities and procedures; the job holder should ensure that he has the needed knowledge in order to handle all questions and inquiries in an effective
and efficient manner.
