About the job
The MEAL Manager is a central part of the DRC Programme Quality team, based in Bekaa ,to support the implementation of the overall DRC MEAL system in the Bekaa and South. He/she will be the focal point for all MEAL related activities at the Area Office, reporting directly to the Area Programme Manager. The MEL Manager will support the implementation of activities for integrating a high level of beneficiary accountability across all programmes. He/She will generally support the central MEAL team and programme teams to ensure learning and accountability systems are working effectively within the programme.
Your main duties and responsibilities will be:
• Provide technical and strategic advice to the Area Programme Manager and program/sector managers on MEL related issues;
• Coordinate and ensure alignment of field activities with DRC MEAL and Programme Quality Strategies. Ensure synergies with other Field Offices;
• In close collaboration with the Area Programme Manager and the MEAL Coordinator, design and establish the Field Office MEAL frame work and structure to reflect the Programme Quality strategy;
• Work closely with internal program stakeholders and set the framework and procedures for monitoring and evaluation project activities;
• Review the quality of existing data in the Field Office, the methods of data collection, and the extent to which it will provide good base line statistics for evaluating project results and impact;
• Based on the review of existing data, disseminate findings and guide/support supplementary base line and needs assessments in the Field Office– ensuring alignment and coordination with Inter-Agency initiatives;
• Contribute to improvements in existing procedures and activities to enhance effective accountability mechanisms;
• Develop and report against accountability and participation-related indicators and issues, and produce reports on accountability activities;
• Ensure that project activities are designed to promote feedback and response mechanisms and include systems to effectively manage complaints;
• Participate in designing and implementation of studies, assessments and learning in coordination and cooperation with sectors’ technical managers, coordinators and programme staff;
• Seek opportunities for information sharing and learning exchanges with local actors/INGOs to promote coordination at local and national level;
• Produce periodic MEAL reports for internal and external stakeholders to ensure programs have accurate and useful data to inform project development;
About you
To be successful in this role we expect you to have Undergraduate or post graduate degree in social sciences, statistics/research methods, or related fields. Moreover, we also expect the following:
Required
• At least three years of relevant professional experience in humanitarian context, with at least one year’s direct experience in a role with monitoring and programme development/learning responsibilities;
• Knowledge of monitoring techniques – quantitative and qualitative – and their application in humanitarian programming, with particular emphasis on participatory and community-based monitoring approaches;
• Demonstrated management experience of projects with large assessment and/or monitoring components;
• Experience in capacity building of staff, and in convening and facilitating trainings and workshops;
• Excellent interpersonal skills and demonstrated ability to establish effective and working relations with internal and external stakeholders;
• Experience preparing analytical or learning reports, particularly analysis of programmes and contextual issues.
• Experience working on logframes and indicator tracking;
• IM and statistics capacities;
• Familiarity and field experience applying principles and approaches to monitoring and evaluation in humanitarian and emergency contexts using both quantitative and qualitative methods;
• Experience in participatory assessment and community-based monitoring approaches.
Desirable
• Experience working with International NGOs, UN agencies, line ministries and/or local authorities in migrant’s/refugee settings in complex emergencies is highly desirable;

- Level: D+1, Monthly Basic Salary USD 2400.
