MISSION
THE POSITION
Under the supervision of the IM Coordinator, the GIS Expert will conduct a 2 month evaluation and deployment mission on GIS in SI Lebanon.
Evaluation The mission aims at exploring the implementing context in order to understand the practicalities, challenges, opportunities and needs of the area as it relates to data and information management and specifically to geographic location data. The GIS evaluation part of the missions should understand the needs and from that, create short and long term plans for implementing GIS tools and other solutions in the mission taking into account current and future resources.
Overall, an evaluation mission assesses if, how, and in what way GIS can be used to help SI mission to reach the overall mission objectives. It aims to provide full and accurate understanding of data and information needs and capacities of SI mission relevant activities, bases, external organizations and other appropriate stakeholders if needed.
Deployment Based on evaluation first conclusions, the mission consist in developing a standard map template portfolio as deliverable. It includes the onboarding, training and work plan definition of a long term GIS supervisor position that will mainly be responsible of updating the maps portfolio on a weekly base. Furthermore a GIS training session will be planned and conducted to SI mission relevant members. Finally
Responsibilities:
- Needs Analysis & action plan
Conduct extended needs analysis on GIS data production and use in the mission. Complete with contextual analysis of external GIS activities in mission’s environment.
After having checked in the mission whom would be interested in participating in the project, the evaluation expert should:
• Identify requirements for data type and analysis terms;
• Propose the most appropriate tools;
• Define an action plan for implementation to be implemented by a long-term GIS Supervisor (approx. 6 months budgeted).
The proposed tools (software and hardware) should make it possible to complete and / or replace ( thanks to expertise in the field) the devices already used, while aiming to build a capacity to:
• Centralize in a common database information such as (non-exhaustive list):
- Operational data from programs
- Programs Indicators completion
- Details of alerts received, evaluation or intervention mission reports
- Mapping sweeps from mapping team
- Other Geographic location data recorded by the teams in the field
- Data from other actors; HCMT, Wap,
• Automatically link this information to geographic positions that concern them
• Quickly find & allow to connect automatically these information
• Generate maps as a working & communication tool
b) HR Coaching
Support HR recruitment of a long term GIS Supervisor in the mission. Interviews, selection, on boarding and specific expert training.
c) GIS standard portfolio
Based on Needs analysis. Define a standard maps templates portfolio for relevant users in the mission to be updated on a regular base by the GIS Supervisor.
d) Training
Provide appropriate Training to SI program teams on selected tool and GIS methodologies.
e) Capitalization
Support IM coordinator in defining a general SI note on standard GIS positioning in a SI mission.

• Final short report on recommendations for a standard deployment of GIS in a SI mission.
NOTE: SI's operating bases are in the North Zahle, and Beirut. The employee will be required to operate mainly from Beirut. However, he/she may be required to regularly work from the other bases to perform tasks/attend meetings or trainings/etc. Flexibility in this matter is required. Upon need, appropriate accommodation/transportation will be provided according to SI's policy.
The present position can be asked to drive SI’s vehicles during working hours.

Education:
Bachelor Degree in Geographical Information System or similar field
Experience:
- At least 3 years experiences in the field of GIS analysis and implementation
- Experience in Mobile Data Collection project implementation is a plus
- NGO Experience at last 3 year, preferably working in emergency context and Syrian refugee context. WaSH and Shelter intervention context preferred.
Technical skills and knowledge:
- Mastering ArcGIS or similar software and e-volunteers Communities
- Good understanding of Microsoft office (Word, Excel, Ppt.)
- Mobile Data Collection software, XLS Forms,...
- Ability to learn and use new data entry software or interfaces. Experience in data entry platforms
Soft skills and spirit:
