Short-Term Gender Expert Consultant, USAID BALADI CAP, BEIRUT, LEBANON

Project Summary: 

BALADI CAP is a five-year, technical assistance program funded by USAID/Lebanon that advances the institutional capacities of Lebanese civil society organizations (CSOs) and municipalities/unions to improve the delivery of services to local citizens.

Position Summary:

MSI is seeking a short-term Gender Expert Consultant to provide specialized gender coaching and mentorship to CSO partners on identified gender-related issues and concerns, specifically pertaining to gender mainstreaming of human resource policies and procedures, and ensuring gender equality and female empowerment into CSO governance and activities. The Consultant will work in consultation with BALADI CAP’s Gender Focal Point and under the direction of BALADI CAP’s Chief of Party.

Time-frame for Consultancy:  September 2018 – March 2019

Estimated Level of Effort :  30 days

 

Responsibilities:

  • Specific responsibilities include, but are not limited to:
  • Review existing gender mainstreaming policies and procedures drafted for partner CSOs.
  • Review a sample of gender mainstreaming exercises conducted with current CSO partners and incorporate changes into their human resource policies and procedures.
  • Conduct field visits to at least 10 CSOs to initiate gender mainstreaming of their existing human resource policies and procedures, and acquire board approvals on amended policies. 
  • Conduct on-the-job training, coaching and mentorship to at least 10 BALADI CAP CSO partners on specialized gender-related issues, as identified in Action Plans, or upon request.
  • Coordinate and provide regular updates on the progress and completion of the tasks to BALADI CAP’s Chief of Party and Gender Focal Point.

 

Qualifications:

  • University degree in gender studies, public administration, political or social science, civil society development, international affairs or related field. 
  • Minimum three (3) years of demonstrated professional experience in working on gender mainstreaming or gender-related issues, preferably in supporting the implementation of USAID or other donor-funded development projects.
  • Demonstrated experience conducting training, coaching or mentoring with staff of CSOs or business entities on gender-related issues.
  • Willingness and ability to travel to meet with CSO partners throughout Lebanon.
  • Strong oral and written communication skills with a high degree of diplomacy required.
  • Must be able to work independently but interact well with other team members.
  • USAID-funded project implementation experience is a plus.
  • Written and oral fluency in Arabic and English.
