Partnership Officer

About the job 

The Partnership officer will support the management of relationships with NGO and community based organization (CBO) partners in the field in South Lebanon. This position will be responsible for partner training and capacity building relating to finance, budgets, HR, Admin, and logistics and procurement.  This position will also be responsible for monitoring partner budgets, checking partner documents’ compliance with DRC and donor financial, HR and procurement guidelines, and supporting progress monitoring against capacity building and work plans. Your main duties and responsibilities will be​:

Operational and Organizational Support 

• Support and lead the partnership selection process through: preliminary meetings with partners, supporting DRC’s comprehensive partnership assessment, drafting an operational capacity building plan for potential partners, and supporting partners to submit the needed documentation for partnerships (MoU, Contract, Log frame, Budget, Organogram and Narrative) 

• Undertake the Operational capacity assessments of potential local partners and SDCs in coordination with the Protection Manager. 

• Conduct LNGOs mapping in the South and Bekaa province to identify any collaboration and or partnerships opportunities relevant to DRC’s scope of work. 

• Responsible for providing overall mentoring operational support to local partners in coordination with the partnership specialist and the protection manager. 

• Work with finance, Human resources, Logistic and Procurement departments to support local partner to put in place systems and to develop and implement new tools, processes, and policies that promote and sustain quality and best practice within partner operations and to ensure sub grant processes adhere to DRC standards and are effectively implemented. 

• Monitor the implementation of the capacity building plans against agreed upon benchmarks and adjust timeframes and support provided accordingly. And monitor and evaluate partners’ progress against their forecasted deliverables and update the PMTs on monthly basis.

Capacity Building Plans implementation and reporting 

• Produce monthly reports on the progression of the capacity building projects. 

• Hold regular meetings with partners to follow up on the capacity building plan and successes and challenges. 

• Immediately flag roadblocks in the partnership to the Protection Manager and Partnership Coordinator. ​

About you 

To be successful in this role we expect you to have Bachelor degree in Marketing, Public relations, Human resources or related field.  

Moreover, we also expect the following:​

Required  

• At least 2 to 3 years of experience, working in international organizations and humanitarian setting 

• Proven experience with Microsoft programs (Excel)  

• Proficient in conducting training needs analysis/ assessments and developing training programs for a broad range of audiences from different institutional levels including coaching, training and supervision of staff. 

• Excellent knowledge of the NGO operation departments (Finance, Logistic, procurement and Human Resources) 

• Excellent interpersonal and problem-solving and facilitation skills 

• Flexibility in working overtime when needed and ability to work flexible hours 

• Computer literacy (Microsoft Word, Outlook (or equivalent email) and Excel) 

• Strong written and oral communication skills, effective in representation and liaison with external parties 

• Ability to communicate and write clearly in English​

Desirable 

• background in social work and program management. 

• Preferably to have experience of working with local NGOs and municipalities ​

We offer 

  • Contract length: until 31st of December 2018  
  • Level:  C1, Monthly Basic Salary USD 1650  
  • Duty Station: Saida 
  • Start date: October 2018
