Juvenile Justice Thematic Manager

The aim of the Juvenile Justice Thematic Manager is to contribute to the quality and timely implementation and further development of the Tdh Juvenile Justice interventions in Lebanon as well as building the expertise of Tdh in the specific thematic component he/she is in charge of, in line with Tdh global, regional and programmatic strategy and action plan and in compliance with the national guidelines.

 

  • Contribute to developing and revising the Juvenile Justice strategy
  • Identify new project activity initiatives.
  • Ensure the proper implementation and monitoring of activities related to his/her area of responsibility (including set up tools, follow up and analysis, undertake adaptive and corrective measures), in compliance with the program monthly, quarterly and annual action plan.
  • Map relevant stakeholders in his/her area of responsibility.
  • Systematic and periodic updating of target indicators achieved (monthly, quarterly, annually).
  • Contribute to the preparation of project quarterly, mid term and annual reviews.
  • When applicable, lead, advise, support and supervise the members of the team under his/her immediate supervision.
    • Participate designing budgets in compliance with Tdh and donor standards.
    • Determines the estimative monthly budget prevision for planning the project expenditure.
    • Monitor expenses (budget vs actual) and budget allocations related to his/her area of responsibility on a monthly basis, with the support of Program Manager and Finance&Administrator manager.
    • Participate in the program quarterly financial reviews.
    • Contribute to the elaboration of the program procurement plan. 
    • Anticipate logistic needs and requests related to his/her area of responsibility and respect logistic procedures related to procurement and financial validation.
    • Support the development of quality project proposals.
    • Provide monthly internal reports to the Juvenile Justice Program Manager. 
    • Contribute to elaborate quality project reports (including annual project reports). 
    • Thoroughly document any findings related to the Juvenile Justice interventions under his/her responsibility.
    • Keep and regularly update databases related to the Juvenile Justice interventions under his/her responsibility, with the support of the M&E team. 
    • Ensure that data collection and data management respect data protection protocols, with the support of the M&E team. 
    • Engage, network and avocate, developing and streghtening synergies, with local and national stakeholders, including government officials, community-based actors and leaders, civil society actors, NGOs, practitioners and academics on topics related to his/her field of activity.
    • In agreement with the Program Manager and/or the Head of Delegation, ensure Terre des hommes is represented before the local authorities and representatives of local or national partners.
    • Attend relevant external meetings, working groups and thematic clusters pertaining  to his/her field of activity and thoroughly document and report the outputs.
    • Collaborate closely with the other members of the Juvenile Justice and Child Protection teams, as well as external partners, in order to ensure smooth and effective coordination and information sharing, specially in relation with referrals of cases.
    • In general, ensure that a positive and professional image of the Foundation is conveyed. In particular, ensure that the Foundation's mandate, thematic policies, ethics, values and views are followed in relation to third parties. 
    • Fosters the correct communication and visibility of the projects and the Foundation.

     

 

To Apply for the Position You will need:

 

  • Strong knowledge and proven working experience in child protection and/or access to justice in Palestinian camps and Syrian settings in Lebanon is compulsory
  • Good knowledge of the Lebanese Juvenile system (Law 422/2002) and SoPs for children at risk and in conflict with the law, and its implementation in Palestinian and Syrian contexts in Lebanon, is compulsory
  • Strong community engagement/community mobilization experience, especially in Palestinian camps and Syrian settings
  • Proven experience representing NGOs while engaging with community leaders (including political factions, Palestinian Security Forces, religious leaders), municipalities and local authorities.
  • Previous experience as a trainer in child rights and child protection issues is strongly desired  
  • Previous experience participating in field assessments or research studies would be an asset
  • Strong communication and negotiation skills are required
  • Strong planning and reporting skills are required
  • Thorough, detailed-oriented person.
  • Flexible, autonomous, problem-solver person
  • Team Player
  • Social sciences or Law graduate 

  • Master's Degree in a related field or area of interest will be an asset
