Training Centers

  1. Presentation of the programs

 

PU-AMI is implementing two livelihood programs in Lebanon in 2018 and 2019, a WFP-funded project “Food For Training” and a BPRM funded project “IRSCAP”, to ensure sustainable and better access to skills and job opportunities for Syrian Refugees and vulnerable Lebanese. To support beneficiaries in securing sustainable livelihoods, PU-AMI uses an integrated approach based on three components:

  1. Improving beneficiaries’ employability through market-based skill trainings and soft skill trainings (FFT)
  2. Linking beneficiaries with markets through On the Job Training and job matching
  3. Supporting start-ups and micro-enterprises through business development training and coaching

Within the first component, PU-AMI will support the improvement of professional skills of about 540 refugees and vulnerable Lebanese through Market Based Skill Training (FFT).

Moreover, in the other components, the link between skill improvement and actual livelihood opportunities of trainees will be strengthened through linkages with market activities: job matching, on-the-job trainings, nano and micro business development.

 

  1. Description of services expected

 

PU-AMI is looking for local partners or services providers willing to implement specific activities, within the projects.

Trainings and other services (LOTS A1, B1, C1)

PU-AMI is looking for one or several organizations, companies and/or NGOs having the capacity to provide accelerated technical and educational trainings to project’s beneficiaries.:

  1. Vocational accelerated trainings
  2. Soft-skill and job searching trainings

Trainings provided, based on job market demand, should be focused on building practical know-hows to raise employability of participants, in accelerated courses of 120 to 180 hours over 2 to 3 months.

In addition, the partner will be responsible for:

  • Providing experienced professional trainers
  • Arranging and providing training venue[1]
  • Developing training courses along with PU-AMI technical advisors
  • Organize trainings on a daily basis
  • Participate in the evaluation of skill and knowledge building of participants
  • Develop training materials for participants to sustain their knowledge after the training
  • Report on achievement to PU-AMI

In the frame of the second component (Linking beneficiaries with market), partners should be able to provide complementary services to beneficiaries:

  • Placement in internships within local enterprises and business
  • Mentoring of interns
  • Support to PU-AMI to develop professional toolkits in line with training contents, this will be however purchased by PU-AMI

 

Micro business development services (LOTS A2, B2, C2)

In addition, PU-AMI is looking for partners able to provide support to beneficiaries willing to start microbusiness. Trainings provided should be focused on building practical know-hows on how to start-up and manage a micro-business, in accelerated courses of 80 to 120 hours over 2 to 3 months. Partners will be responsible of:

  • Providing experienced professional trainers
  • Arranging and providing training venue
  • Developing training courses along with PU-AMI technical advisors
  • Develop training materials for participants to sustain their knowledge after the training
  • Organize trainings on a daily basis
  • Participate in the evaluation of skill and knowledge building of participants
  • Participate in evaluation committee to decide business plans quality and decide on the attribution on grant
  • Provide mentoring on request to previous trainees.

 

Trainings and other services are separated in lots according to technicalities and locations (c.f. below in part Lots).

 

Beneficiaries

PU-AMI will be responsible for the selection, transportation and communication with beneficiaries, as well as other program related tasks with beneficiaries (toolkits procurement and distribution, incentives distribution, monitoring & evaluation, etc.).

Beneficiaries will be composed of mixed group of Lebanese and Syrian refugees, with an average of 20 participants per group. Groups will be composed of women of all age groups or men aged from 18 to 25. Trainings should be appropriate to participants that may have basic literacy level and no technical knowledge in selected topics.

In total, around 540 beneficiaries are expected to be trained in the 3 locations and between the different lots.

 

Location

Activities will be implemented in the following locations:

  • Saida and Nabatieh cities, Saida & Nabatieh districts (LOTS A1 and A2)
  • Beirut South, Beirut district (LOTS B1 and B2)
  • Halba city, Akkar district (LOTS C1 and C2)

Interested partners should have the capacity to implement trainings in or close to at least one of the mentioned areas. Partners should also demonstrate a good knowledge of the local labor market context especially when related to the training topic.

Organizations showing interest in the described services provision can apply to one or several lots according to their capacity, expertise and location.

  1. Global planning of activities

 

Timeframe

The partnership is expected to last one year from September 2018 to August 2019. Extension will be decided upon funding situation.

 

Lots A1, B1, C1: Accelerated technical vocation trainings will be implemented through 3 cycles of training during the partnership duration:

  • October to December 2018
  • January to Mars 2019
  • April to June 2019

Lots A2, B2, C2: Nano business development trainings will be implemented through 3 cycles of training during the partnership duration:

  • November to December 2018
  • February to Mars 2019
  • June to July 2019

 

Each training should last for a maximum duration of 10 consecutive training day per month during the 2 to 3-months training. Each daily session will last 4 hours, for a total of 40 hours of training per group per month for a duration of 2 to 3 months each.

 

Methodology

Training methodology should be described in the offer for Expression of Interest.

PU-AMI will value methodologies that emphasize as much as possible with practical trainings.

 

  1. Profile and competences of the candidate organization

Mandatory requirements

  • Type of organization: Applicants must be legal entities created under the national law: private institutions, associations or other type of organizations, with formal registration. Organizations providing training course recognized by the Ministry or Education and Higher Education will be considered in priority.
  • Requirement: The organization must have experience in providing technical and vocational trainings, with experienced trainers, training facilities and necessary equipment.
  • Other:
  • Experience working with international NGOs is an asset
  • Experience in training Syrian refugees and/or women is an asset
  • National certification for training graduation is an asset
  • Ability to place trainees in internship is an asset

Following the submission of Expressions of interest, PU-AMI will shortlist potential partners meeting requested criteria. Shortlisted organization will then be invited to provide complementary information (if necessary) and financial quotes for specific training services.

Then the final attribution of lots will be done by PU-AMI and one or several organizations will be selected for contract signature.

Beneficiary applications to the project will be managed by PU-AMI in parallel of the selection process.

  1. Evaluation criteria

 

Following criteria will be taken into account for the shortlisting of Expressions of Interest. This process will be completed by technical and financial evaluations after the submission of quotes.

  1. Experience in training provision and other requested services
  2. Experience with previous or current similar contracts with any of NGO or UN agencies
  3. Local capacity and knowledge of the local context
  4. Overall technical capacity:
    1. Maximum capacity in training participants
    2. Training facilities and trainers
    3. Number of services provided
