MONITORING, Evaluation, Accountability and Learning (MEAL) ASSISTANT

 

Position objectives:

  • To support the MEAL unit and CARE’s activities in North Lebanon
  • To lead on data collection, assessments, and other M&E activities.  
  • To ensure that most vulnerable cases are identified in CARE’s areas of intervention in line with CARE’s targeting criteria
  • To support for the training of volunteers and enumerators on CARE’s tools
  • Support data integrity, data analysis, and project reporting

Who this position reports to:

The MEAL assistant reports to the Senior MEAL Officer

Main responsibilities:

  • Responsible for implementing Monitoring activities in the field to ensure timely and quality implementation of CARE’s activities and for monitoring activity progress according to project indicators. Support in the completion of data collection tools, assessments and needs identification
  • Responsible for organizing assessments of specific cases of refugee and host families to support transparent and coherent selection of beneficiaries
  • Support the Senior MEAL Officer in the setting of selection criteria and vulnerability scoring
  • Perform spot checks report on project implementation and prepare a briefing for MEAL & program unit
  • Responsible for regular contact with field/partner staff to monitor the collection of data and ensure accuracy and timeliness
  • Provide training and support for enumerators and field volunteers
  • Organize and coordinate all complaints in line with donor requirements and CARE International standards. S/he provides support to field units and partner staff and follows up with them with regards to operating hotlines and tracking complaints/requests.
  • Contribute to weekly/monthly progress reports under the supervision of the Senior MEAL Officer and assist the MEAL department with other program reports as neededData entry on ActivityInfo and other data reporting platforms
  • Data collection, cleaning, storage, and reporting

Requirement:

  • Bachelor Degree, Technical diploma or degree in social work
  • At least one year of relevant experience in similar position (case management, social worker, outreach worker etc.), preferably in monitoring and evaluation roles (M&E), including experience in working with quantitative and qualitative data.
  • Good understanding of humanitarian principles and humanitarian processes, in particular humanitarian standards for assessments, monitoring and accountability
  • Familiarity with the Lebanese humanitarian context and the Syrian crisis
  • Excellent knowledge of and practical experience with MS Office, especially with Excel (Excel Experience in coaching or training on data entry or data collection in particular is an advantage;
  • Arabic : mother tongue ; English : Fluent
