CARE International in Lebanon (CiL) is part of a regional response to the Syrian Crisis to meet the immediate and most urgent needs of those who have fled Syria and provide support to local vulnerable host populations. CARE’s programs are also designed to meet longer term needs. Working with partners in WASH, Shelter, Protection, Livelihoods and economic opportunities in the North, South, Beirut, and Mount Lebanon Governorates CARE has a special emphasis on working with women and girls.

 

CARE is implementing a capacity building and livelihood community-based agriculture project that seeks to address critical capacity gaps along targeted value chains at both the individual, communal and institutional levels This position leads on the business development component, where s/he will work with the agriculture team to identify and support farmers, food producers, and manufacturers to improve their business model, revenue, product offering, marketing, and operational efficiency.

Education & Certification:

BS in business, social sciences, or related majors

Minimum Education Level:

Bachelor’s degree

Proven Experience:

At least 3 years’ experience working with an NGO, UN, local organizations and/or donor community at a senior level in the domain of WASH including a minimum of 2 years’ experience in a similar project.

Familiarity with data collection and analysis

IT / Software / Skills:

Familiarity with MS Office software, such as Excel

Detailed Responsibilities & Tasks

Responsibility #1: Project Implementation & Field work

 

  • Pro-actively work toward reaching the project objectives, i.e. strengthening the employability of vulnerable individuals, identifying potential opportunities and placement arrangements to apply these skills, etc.
  • Lead on the identification of beneficiaries in the targeted areas and ensure high quality of data collection during the assessments and baseline:
  • Outreach & follow up with relevant actors such as Youth Committees, Universities, and vocational schools, NGOs/ community focal points about the current project.
  • Lead of community outreach, supporting the identification of training participants including farmers, business owners, youth, women, etc.
  • Ensure the implementation of apprenticeship program and monitor outputs
  • Develop, update and follow up a detailed work plan, in line with donor agreement and in agreement with the CARE Livelihoods Manager
  • Conduct regular field monitoring visits to provide support when needed to ensure quality implementation.
  • Oversee the collection and maintenance of data of the program for statistical purposes according to the confidentiality/privacy policy of the organization
  • Follow-Up with recommended profiles on their eligibility for our apprenticeship component.
  • Identify hosting entities who are willing to take on apprentices and follow up on the matching process as a whole (filling the application, matching them with a suitable intern, legal )
  • Evaluate current application of apprenticeships and prepare & conduct induction
  • Support in MSME and start up identification component of the project may be required.

 

Responsibility #2: Reporting & Information sharing

 

  • Draft narrative and quantitative reports as per CARE internal requirements and donor requirements.
  • Ensure internal communication and information sharing on project with relevant staff (Economic Development and Livelihoods Coordinator, Communication, Advocacy and Information management focal point, M&E team etc.).
  • Representation and Coordination
  • Support the project manager and relevant colleagues in ensuring CARE representation in the relevant technical coordination meetings at field level and all relevant forums at the field level and vis-à-vis relevant actors and partners as relevant to the project (MSME/Private Sector, municipalities, UN agencies, INGOs, local NGOs, community focal points, etc.).
  • Support in the organization of field visits by donors, peer agencies, CARE Members, Media, etc.
  • The Youth employability consultant will also have to fulfill any other task as requested by her/his supervisor depending on the programmatic priorities in the Field Office.

 

 

Responsibility #3: Program Quality and Learning

 

  • Support the M&E system for this project and ensure it is implemented effectively
  • Working with consultants that are contracted to carry out surveys and studies planning purposes or evaluating project effects and impacts. This will include informing and joining external supervision or evaluation missions and providing direct knowledge of the situation in the field during such exercises where needed.
  • Collect, analyze and report on project data at input, output and outcome levels
  • Designing and maintaining an up-to-date database for tracking quantitative data progressively as project implementation progresses to support the regular reporting.
  • Manage data collection tools and reporting formats with technical support from CIL M&E unit based on the requirements of CIL, donors and other stakeholder reporting requirements.
