Child protection in Migration project manager

Job Description:

The child protection in migration Project manager is in charge to ensure an accurate, proper, timely and high quality implementation of the activities implemented in Lebanon within the framework of the regional migration project funded by the French Development Agency (AFD) in Jordan and Lebanon. 

  • Project management: follow, support and supervise the implementing partner in Lebanon and represent the organization at field level;Oversee the proper monitoring of the project impact, assess the contribution of each activity to expected outcomes. Lead on the preparation of the project quarterly, mid term review and annual reviews with the partners;Discuss and validate with the Project coordinator the proposed changes/adjustments in activities if needed; Support the MEAL with information and data collection
  • Capacity building and coaching of the partner:Ensure training on CP related topics and on the job coaching for partner staff 
  • Reporting:  ensure proper and accurate reporting (financial and narrative) of the activities by the partner, providing support to the partenr’s team and ensuring accurate revision of documents delivered; Develop reports to donor
  • delegated to the partners; Develop forecasts and analyse BFU
  • Project Technical quality: ensure the technical quality of the project activities implemented, as well as the capacity-building of the technical skills of partner’s staff.
  • Budget Management: Monitor the project budget with the Finance and Administration manager and P&C Manager; Follow up in close relationship with the Finance Manager and the P&C manager the budget
  • Contribute to thecorrect communication and visibilityof the project according to the Communication Plan validated by the donor;

Context:

Well into its seventh year of conflict, the situation in Syria continues to worsen with thousands of civilians still seeking refuge in neighbouring countries each month. More than half of the Syrian population has been displaced inside or outside the country. As a consequence, Lebanon and Jordan have the highest per capita ratios of refugees worldwide and as the other major host countries in the region (Turkey, Iraq and Egypt) they have been the largest providers of both human and financial resources for the response. Both countries currently host 1’655’928 refugees representing 31% of the total number of refugees from Syria, 54% of them being children and youth and 51.5% of them being women (UNHCR, data for Lebanon June 2017, data for Jordan November 2017). 

 

Considering that more than half of the refugee population is aged below 18 years in both countries, and approximately one third of the population affected by Syria crisis are young people between the ages of 10 and 24, it is vital for Child Protection (CP) services to remain available at grass root level considering the protracted nature of the crisis. 

 

Tdh has been present in the Middle East since the 70’s. 

Tdh interventions over the past years included CP projects for the most marginalized, in Lebanon since 1977 and in Jordan since 2007. Tdh core expertise in Lebanon and Jordan includes Psychosocial Support (PSS) and LifeSkills activities, Case Management and socio-economic assistance, Informal education, Support group sessions, Community Based Interventions around CP and Gender-Based Violence (GBV), Research as well as Capacity Building of local government and civil society actors.

 

The proposed 2-year regional project, funded by AFD, targets the areas of Jordan and Lebanon where needs are the direst, namely Bekaa and Beirut Governorates in Lebanon and Irbid, Jerash and Mafraq Governorates in Jordan. The aims of the project are to provide support to 13,754 direct beneficiaries from Syrian refugee and host communities by implementing a strategy based on a three-pronged approach:

  • Response to the most dire child protection needs of the refugee and host communities, through addressing CP violations by case management and referral to specialized services;
  • Prevention of the child protection risks by reducing vulnerabilities through access to information, structured PSS and community based child protection;
  • Capacity building of Tdh local partners and communities, where national CP system are reinforced by the trainings of CP and non-CP actors.

 

CHILD SAFEGURADING POLICY – SAFETY - SECURITY

  • Knows and implements institutional policies on security, child protection and fraud prevention;
  • Commits to ensure the best implementation possible of the Tdh Child Safeguarding Policy (CSP) in her/his area, including participation in annual audit, and reviews and updates of action plan;
  • Commits to inform the Country Representatives and/or the Program Officer and/or the Head of MENA Region and to deal with any case of any allegations or possibility of transgression, even potential, of the CSP;
  • Respects Terre des hommes security procedures in Jordan and Lebanon.

 

S/he will have direct access to information, such as the general strategy of Tdh in Jordan and Lebanon, including programming objectives in the field, financial details, and security guidelines.

A professional sense of security, confidentiality, and proper representation is paramount.

The incumbent will conduct her/his duties in respect of the Charter of Terre des hommes and Tdh Child Safeguarding Policy. Terre des hommes expects that its contractors’ professional conduct reflect proper behaviour in accordance with local culture and traditions. The incumbent assures the moral protection of the name of Terre des hommes and defends in all circumstances the interests of the movement.

Profile

 

Experience of NGO project management on the field mandatory:

  •  Degree in Social Work, Social Science, Humanitarian/ NGO management; Child protection related fields; International Development; Previous experience and knowledge of relevant topics(Child Protection in a longer-term approach/LRRD/protracted crisis/resilience/Migration)
  • Strong technical knowledge

 

  • Previous relevant experience and extensive knowledge of project implementation and project management Previous experience of AFD and EU funded projects is an asset;
  • Experience undertaking field assessments; exploratory missions; baseline and endline survey;
  • Experience with with budgets and budgeting;
  • Analytical and problem solving skills

 

  • Previous relevant experience and excellent competencies in working with partners 
  • Excellent communication skills and ability to work with transversalteams;
  • Organisational skills;Ability to motivate and develop skills of others
  • Experience in capacity building and coaching

 

  • Others personal abilities
  • Fluency in English and Arabic is mandatory. Knowledge of French is an asset
  • Sound personal organisational skills, including time management, ability to meet deadlines, multitasking, prioritisation of tasks, and working under pressure
  • Communication of professional needs in a clear, concise and responsible manner;
  • Cross cultural awareness and sensitivity;
