Technical Advisor “Youth Openness and Inter-community Exchange” - Local Development Programme for Deprived Urban Areas in North Lebanon (UDP-NL)
A. Required qualifications, competences and experience
Formal Qualifications:
Master’s Degree in social or political science; pedagogy, or Master of Arts, or Master degree in the studies of the humanities
Professional experience:
At least 4 years of professional work experience in relevant field in the region in a comparable position/with a comparablesimilar work experience
Experience in international cooperation and formats that foster social cohesion and greater openness of youth and children by promoting inter-community relations between the different communities
Profound knowledge of civil society actors in North Lebanon
Working experience in peace promotion and youth empowerment and volunteering in civil society
Proven experience in volunteering in civil society
Experience in intercommunity exchange activitiesactivities, non-formal educational activities and working with vulnerable population groups
Experience in non-formal educational activities
Experience in working with vulnerable population groups
Working experience in participatory and gender sensitive background and projects
Experience and very good ability to interact with partners at various levels of government and non-government organizations
Experience in project management, stakeholder networking and management multi-level stakeholder coordination and involvement
Experience in multi-level stakeholder coordination and involvement
Experience in planning, preparation, coordination and implementation of workshops, dialogue formats, events, trainings and other measures to foster social cohesion and to promote inter-community relations
Experience in monitoring & evaluation in (post)-conflict or transitional settings
Very good working Excellent knowledge and experience of in ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
Prior Previous experience in the field of international cooperation, in working with international development organisations or international donors is an advantage (knows implementation structures and administrative processes)
Other knowledge, additional competences:
Native in Arabic, excellent skills in verbal and written English (report writing level); basic knowledge in German language is a plus

Responsibilities
The position holder is responsible for:
Processes and activity implementation
Activity planning
Progress monitoring and reporting
DevelopAssisting with general project planning and developing project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation
Design, plan, process and implement activities and analyse the progress of monitoring and evaluation
Compilreporting
Compileing the relevant information for joint activities and assignments
Continuously reporting and coordinating with the Module Team Leader and pProject mManager on status and details of projects implementation and field work
Knowledge management abilities and skills
Representing the interests and always acts on behalf of GIZ
Strictly applying a “Do-no-harm” approach in implementing activities
C. Tasks
Key Tasks:
The position holder is responsible for subject-matters issues related to Module 3 “Youth Openness and Inter-community Exchange” particularly:
Coordinates and ensures timely implementation of related processes and activities
Proposes, elaborates and develops further activities for the achievement of Module goals and indicators
Ensures intensive teamwork and cooperation with colleagues in Module 3 as well as with other programme modules
Conduct events for youth favouring inter–communitarian exchange e.g. job fairs, cultural events, community works
Development of Exchange programmes in cooperation with local authorities and NGOs/CBOs
Contributes to needs assessment and stakeholder mapping
Elaborates agreements with implementing partners
Gender focal point of the programme especially on youth /girls issues
Conducting training to social education specialists and youth workers. e.g. on life skills, basic skills, volunteering and organisational skills”
Capacity development for community-based organisations e.g. on strategic planning, project development and implementation”
Focusing on, capacity development building.
Contributing to need assessment and stakeholder mapping.
Coordinating of agreements with implementing partners (CBOs, NGOs e.g.)
Elaborating on grant policy
Networking and Cooperation:
The position holder:
Reports to the project manager or to the staff delegated by him; this includes all monitoring results and on his directive also to other project members and partner organizations
Supports and facilitates meetings, regular exchange formats, workshops etc.
Ccommunicates and liaises regularly with all relevant stakeholders, and contributes to establishing good relations with them
Builds up trustful relations among partners and stakeholders to collaborate on vital issues and core questions that are relevant for the Module and programme
Develops and updates the stakeholder engagement analysis and strategy
Knowledge management, networking and communication:
The position holder:
Ensures cooperation and dialogue with stakeholders and partners from government, nongovernmental organisations and private sector and ccontributescontributes to preparing and implementing the coordination process, joint project activities and work
Writes reports Weekly and monthly report writing
Supports PR activities, including the development of PR materials and brochures
Ability to Aassists in translations from English to Arabic and Arabic to English
Supports project monitoring and updates information on project progress, documents and reports regularly on the status of results
Reports monitoring results back to other team members and partner organizations
Ensures that all relevant documents are archived in the document management system (DMS) of GIZ
Inputs to specific knowledge management services, websites, presentations, etc.
Ensures cooperation, regular contact and dialogue with partners;
Other duties/additional tasks:
The position holder:
Represents the interests and always acts on behalf of GIZ
Conducts other relevant tasks upon the requests of the direct superior
Cooperates actively with all GIZ and non-GIZ team members
Performs other duties and tasks at the request of the Module Team Leader and the Programme Director
Description of the programme: The overall objective of the Local Development Programme for Deprived Urban Areas in North Lebanon (UDP-NL) is to contribute to political stability in the region through addressing critical issues to stability and conflict prevention, more inclusive economic development and social cohesion. The main target groups are vulnerable youth and woman.
The programme is focusing on the following three results:
Increased livelihoods of the youth and the woman of the targeted communities.
Improved urban environment.
Greater openness of the youth and children of the various communities to each other.
The results are reflected in the three organisational modules of the programme:
Module 1 is to promote the income generation capacities of youth woman and other vulnerable groups by providing assistance to the development of Micro, Small and Medium Enterprises, strengthening the local economic development supporting skills development and providing access to short term income opportunities.
Module 2 is to implement the interventions targeting the improvement of the urban environment through investments in the construction and rehabilitation of urban infrastructure.
Module 3 targets social cohesion by promoting inter-community relations between the youth of the different communities.
