Project Procurement and Finance Officer (PFO)

The main role of the PFO in the Project is to assist the Project’s senior management in: (i) identifying project procurement needs; (ii) preparing and reviewing procurement requests; (iii) identifying available suppliers and obtaining price offers; (iv) finalizing contracts; (v) monitoring delivery of goods and services; (vi) follow up on payments; (vii) documenting procurement processes and decisions; (viii) ensuring compliance with procurement policies and procedures and donor guidelines; (ix)  following up on payments; and (x) collecting and organizing supporting documents.

In addition, the PFO will: (i) Document project operations payments; (ii) track and ensure expenditures are within assigned project budget; (iii) collect and organize financial supporting documents; (iv) identify and resolve invoicing issues, accounting discrepancies and other financial related issues; (v) assist in preparing financial statements and reports; (vi) assist with audits, and (vii) assist in reporting to WRF Head Office and donors as required.

Key tasks:

The PFO will be responsible for the following:

Assessments and Planning:

  • Conducting desk review of needed goods and services for Persons With Disabilities (PWDs) and on available suppliers and service providers.
  • Updating and developing procurement plans based on the Project’s objectives, targets, priorities, and deliverables.

Project Implementation:      

  • Negotiating and following up with suppliers and service providers.
  • Supporting in finalizing procurement details and drafting quotation requests or itemized order lists.
  • Supporting in the capacity assessment of suppliers and service providers.
  • Supporting in obtaining price offers and quotations.
  • Receiving and organizing quotations, and preparing selection matrices.
  • Supporting in decision making on most favorable offers.
  • Supporting in preparing and placing orders and/or agreements.
  • Supporting in the verification of delivered items to corresponding partners and/or beneficiaries and in collecting related delivery documents.
  • Supporting in effecting payments and collecting all payment documents.
  • Documenting all the procurement processes.
  • Ensuring documentation of project operations payments.
  • Tracking and ensuring that Project expenditures are in line with approved budget.
  • Compiling and organizing financial supporting documents.
  • Identifying and resolving invoicing issues, accounting discrepancies and other financial related matters.
  • Assisting in preparing financial statements and reports.
  • Assisting with financial reporting and audits
  • Tracking procurement processes based on procurement plans and providing timely and relevant information to M&E team.
  • Assisting the M&E team in monitoring procurement targets and deliverables.
  • Reporting regularly and as needed on progress and challenges, and recommending corrective action whenever needed.
