Concern Code of Conduct and its Associated Policies

Concern has an organisational Code of Conduct (CCoC) with three Associated Policies; the Programme Participant Protection Policy (P4), the Child Safeguarding Policy and the Anti-Trafficking in Persons Policy. These have been developed to ensure the maximum protection of programme participants from exploitation, and to clarify the responsibilities of Concern staff, consultants, visitors to the programme and partner organisation, and the standards of behaviour expected of them. In this context, staff have a responsibility to the organisation to strive for, and maintain, the highest standards in the day-to-day conduct in their workplace in accordance with Concern’s core values and mission. Any candidate offered a job with Concern Worldwide will be expected to sign the Concern Staff Code of Conduct and Associated Policies as an appendix to their contract of employment. By signing the Concern Code of Conduct, candidates acknowledge that they have understood the content of both the Concern Code of Conduct and the Associated Policies and agree to conduct themselves in accordance with the provisions of these policies.

 

Job Purpose

The role of the Mashta Hammoud, Hassan and Chadra (MHHC) Project Manager is to manage all aspects of project delivery; technical, managerial and administrative. In addition, the project’s Social Organizer Team Leader will report to the Project Manager. In this regard, the Project Manager will develop work plans, manage budgets, liaise with contractors, municipalities, the Ministry of Energy and Water and the North Lebanon Water Establishment (NLWE).

 

Roles and responsibilities

Programme Planning, Management and Development:

  • Provide technical and management oversight and supervision of the MHHC Project.
  • Ensure that all MHHC Project targets are reached in accordance with agreed programme objectives, as per contracts with the donor.
  • Ensure that all resources (technical, financial, HR) are in place to implement the MHHC Project  in accordance with the work plans and realistic timeframes and milestones agreed with contractor and donors.
  • Oversee and carry out assessments of sites for the implementation of planned engineering works as per agreed proposal and work plan.
  • Oversee the design of the MHHC Project assigned engineering works, following best international and humanitarian best practice and in line with Concern, donor and local authority policies and guidelines.
  • For the MHHC Project, prepare technical documents such as tenders, BOQs, procurement and oversee material and equipment purchases and delivery as necessary ensuring that Concerns’ and donors’ policies and procedures are applied and followed.
  • Oversee the work of selected MHHC Project contractors ensuring implementation of construction projects of the highest quality and are in accordance to agreed designs, policies and procedures and timelines.
  • Liaise with local authorities and the NLWE on all aspects of MHHC Project implementation.
  • Ensure that all necessary permits and permission from local authorities and other stakeholders are in place in advance and through the engineering works.
  • Ensure that project work sites meet legal and health and safety requirements, and follow environmental directives. Organize EIA’s where appropriate.
  • Ensure that municipalities targeted by the programme can manage the completed infrastructure works by ensuring a proper hand-over and facilitating technical support or training as and where necessary with the support of the NLWE. 
  • Ensure the preparation of detailed implementation work plans and provide the necessary guidance and support to the team to achieve timely and quality implementation of activities.
  • Carry out regular field visits to inspect works and organize regular project review sessions through participatory methodologies involving beneficiaries and other stakeholders in the areas of intervention, with the aim of establishing and/or verifying emerging needs, gaps and priorities, and communicate these to the Programme Director as part of a continuous programme review and improvement process.
  • Liaise with the MEAL department in the implementation of an M&E system to monitor progress and capture impact of projects and to make necessary adjustments to work plans if necessary in a timely manner.

 

Procurement and Budget Management: 

  • Prepare procurement plans against the approved work plan and ensure timely initiation of procurement requests in line with Concern guidelines and procedures.
  • Ensure that Concern and donor policies are followed in the selection of contractors and that the tender decisions are well documented.
  • The evaluation of contractors’ performance must be formally documented.
  • Approve budgeted expenditure in line with Concern’s internal thresholds and donor financial guidelines, ensuring that requested expenses match approved procurement plans.
  • Monitor programme budgets and management accounts, flagging over/under expenditure and recommending corrective measures in a timely manner to ensure that relevant activities are being implemented in accordance with agreed budgets and timeframes.
  • Prepare monthly budget forecasts with reference to the overall programme annual budget forecast and submit to the Country Financial Controller (CFC) on time. 
  • Review the monthly Management Accounts to monitor budget performance over time.
  • Ensure proper contracting, field level oversight, works certification and payment preparation processes for contractors and other service providers engaged to execute WASH infrastructure works for the MHHC Project.
  • Ensure that all community level activities are implemented and that communities from the three Municipalities are prepared for the new Waste Management System.

 

Human Resources Management:

  • Oversee staff under his/her responsibility in the day to day management of the implementation of the WASH infrastructure programme
  • Lead and manage staff, contributing to their capacity building and career development.
  • Ensure that all MHHC Project  staff is aware of and comply with Concern’s policies and procedures
  • Monitor and review performance of staff line managed through Concern’s Performance Development Reviews system (PDR’s) and hold staff accountable for meeting the success criteria
  • Identify staff training needs and recommend on-job or other capacity building measures
  • Proper planning of staff leaves and absences.

 

Coordination and Representation:

  • Represent Concern Lebanon with the donor, the municipalities, the NLWE, and other relevant stakeholders.
  • Ensure good coordination of WASH activities with all relevant stakeholders.

Accountability:

  • Participate in the design and implementation of accountability and quality initiatives ensuring that they are integrated into the programmes
  • Adhere to and promote Concern’s Programme Participant Protection Policy and Code of Conduct (P4 and CoC)
  • Undertake other related duties as may reasonably be assigned by the Country Director and/or the Programme Director

 

PERSON SPECIFICATION

 

  1. Education & Qualifications Required:

BSc in Water Engineering, Civil Engineering, Drilling or any related Engineering field.

2. Experience Required:

  • Minimum 3 years WASH experience including at least 2 years management experience
  • Thorough technical knowledge of water supply construction and maintenance.
  • Solid experience with household level sanitation, hygiene promotion, community mobilization, participatory planning and environmental conservation.
  • Capacity building experience, including identification of training needs and training experience
  • Proven ability in report writing, research and documentation
  • Experience in Monitoring and Evaluation techniques and a good grasp of project cycle management.
  • Experience of collaboratively working with local authorities, partners, NGOs
  • Thorough understanding of budgetary, HR and procurement processes
