MAJOR RESPONSIBILITIES:

Design

Define the reference standards to be adopted in the planned WASH infrastructure works

Develop specifications, drawings, and Bill of Quantities (BoQ’s) Interpret field and laboratory results

Design or supervise the design of systems, processes, or equipment for control, management, or remediation of water, waste water, air, or soil quality

Develop, implement, or manage plans or programs related to conservation or management of natural resources

Assist in proposals for water and wastewater treatment projects

Perform hydraulic analysis, and design calculations

All WASH Infrastructure is designed in line with international and local best practices

Complete technical project documentation including calculations, BOQ’s, specifications and drawings

Sound proposal solutions responding to needs as assessed

II- Implementation

Conduct technical assessments and data analysis

Develop and continually update Detailed Implementation Plans (DIPs) for the delivery of project WASH infrastructure

Validate program of works and method statements submitted by contractors and suppliers

Provide overall follow up and supervision of the engineering and construction works related to the project and provide certification reports

Provide technical expertise related to the planned infrastructure works carried out by the project

Track activity expenses; ensure that appropriate action is taken in a timely fashion

Check payments raised by contractors and suppliers and submit to finance.

Quality WASH Infrastructure is implemented within the planned project timeframe and budget.

Capacity Building

Develop and execute a capacity building plan for World Vision Water, Sanitation, & Hygiene (WASH) staff

Develop technical resources (e.g. strategic framework, standard operating procedures (SOPs), manuals) to guide World Vision’s WASH Infrastructure interventions, drawing from international best practices, along with field specific observations.

Develop clear infrastructure monitoring tools (e.g. checklists)

Conduct trainings for project staff and ‘Community WASH Focal Points’ on WASH infrastructure monitoring, operations, and maintenance

WV WASH staff and ‘Community WASH Focal Points’ are empowered to ensure proper installation, operations, and maintenance of WASH infrastructure

Information Management / Reporting

Report the daily progress of works to the project manager

Ensure that all WASH infrastructure data is well managed and provides an accurate representation of the reality on the ground.

Validate the accuracy of the data, and the quality of the WASH Infrastructure interventions.

Submit regular reports related to the project’s WASH infrastructure to the Project Manager.

Study and negotiate change orders and approve them when completed

Coordinate the works between consultant, contractor and client

Communicate effectively with stakeholders

Well-managed and clear databases are being used to plan, monitor, and modify the WASH interventions.

Testing

Confirm and validate water tests for sources: wells, tanks, trucks, springs,…

Witness, approve or reject all concrete, hydraulic, control and electromechanical tests done on site or laboratories

Deliverables are as per specifications and acceptable

Other Duties as required

Security Management Responsibilities

Responsible for day to day security management

Abide by the security procedures and policies and report any breaches

Participate in personal safety training as required

HEA Responsibilities

Be aware of emergency procedures in a response

Other Duties

Attend and participate in capacity building trainings locally and internationally, if any

Attend and participate in WVL’s spiritual nurture events and

Perform other relevant tasks as assigned

Ensure personal safety and the safety of the field WASH team.

Be an active member of World Vision staff.

 

KNOWLEDGE, SKILLS AND ABILITIES

  1. Bachelor Degree in Civil, Industrial, Environmental, or Mechanical Engineering
  2. 2-4 Years of experience in a similar supervisory and design position
  3. Detail-oriented personality
  4. Independent, Self-Starter and creative and able to work without supervision
  5. Strong English and Arabic communication skills (oral and written)
  6. Ability to travel across the country regularly for training, assessment, regular monitoring and evaluation
  7. A high level of diplomacy and networking skills is required
  8. Cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina
  9. Ability to work in and contribute to team building environment
  10. Ability to maintain performance expectations in psychologically stressful environments and physical hardship conditions with limited resources
  11. Ability to use a computer, with word-processing and spreadsheets, (e.g. Microsoft Office)
  12. Ability to use AutoCad and preferably ArcGIS
  13. Experience working collaboratively in a team
  14. Experience in infrastructure works, and in coordinating activities with partners and facilitating capacity building
  15. Experience in NGOs, preferably in implementing programs in any field related to water or sanitation: involving assessments, design, planning, implementation, budgeting, reporting, and evaluation and monitoring
  16. A full commitment to World Vision’s core values and mission statement.

  18. Full adherence to security protocols
  19. Member in Lebanese Order of Engineers and Architects
  20. Knowledge of wastewater treatment and water treatment simulation / modeling software and solutions
  21. Knowledge of water and waste water networks modelling software (like WaterCAD, SewerCAD, Epanet.…)
  22. Experience in testing treatment facilities
  23. Experience in reviewing and preparing O&M manuals
  24. 50% field work, 50% office based
  25. Be prepared to travel to implementation sites and regional, global meetings as required.
