Project description

 

Blue Mission is partnering with IDEALS for the Karma project.  Karma (Arabic for “dignity”) is an initiative targeting refugee and host communities in the informal settlements of Lebanon’s South and Mount Lebanon Governorates, providing aid to women and their families. The programme entails outreach to refugee and host populations living in informal settlements in the South and Mount Lebanon to assess the mental and physical health needs of their residents, with an emphasis on women and their children. The outreach staff will perform exams, provide antenatal care to pregnant women and educate the community on a myriad of important subjects; contraceptives and family planning tools will be made available to women who would like to prevent or space out pregnancies. Beneficiaries who need counselling will be referred to the Blue Mission Centre for psychosocial intervention. The project will be staffed by a midwife, psychologists, art and drama therapists, a social worker, administrative staff and community liaisons who will aid in building trust and partnerships with the refugee community, the local Lebanese host population and leaders, be they municipal, informal or religious.

 

General objective of the job

To provide leadership and management of the Karama project “Providing Comprehensive Reproductive Healthcare and Psychological Support to Marginalized Communities in South Lebanon” project, including having overall budget responsibility, human resource management and ensuring quality and timely implementation of project. This project is developed with the support of IDEALS UK.

 

Main responsibilities and tasks

 

Key responsibilities:

  • Ensures, promotes and facilitates the access to health for the targeted vulnerable populations
  • Provide leadership in the implementation of all aspects of the project and ensure attainment of key objectives of the project, as outlined in the project document
  • Ensure that BMO director is regularly updated on the progress of the project and any issues that might impede the successful implementation of the project   
  • Prepare regular management and operational reports covering the achievement of key milestones agreed in plans
  • Elaborate concept notes, projects proposals according to donors’ templates and requirements
  • Regular monitoring of the project implementation through monitoring field visits
  • Support monitoring and evaluation efforts to document project outputs, outcomes, and impact to inform donor and other internal reporting
  • Assist in filing and record keeping of project activities
  • Assist in analysis of data collected to facilitate assessment results and lessons learnt

 

Budget Responsibilities:

  • Manage, monitor and review operational budgets covering all aspects of the project on a weekly basis, explaining any over or under-expenditures
  • Ensure corrective action is taken across all targeted locations based on budget, expenditure and forecast
  • Ensure that resources are correctly allocated and spent as per agreed plans of operation
  • Ensure that Blue Mission and donor’s policies are followed in the selection of contractors and that the tender decisions are well documented

 

Monitoring, Accountability, Evaluation and Learning:

  • Work with all stakeholders to ensure that there is regular, participatory review and reflection on successes and challenges in order to improve effectiveness, share good practice and increase impact of the program
  • Ensure effective systems are in place to gather and analyse information on programme outputs and outcomes at all levels

 

Coordination and Representation:

  • Represent Blue Mission with the donor, municipalities, and other relevant stakeholders.
  • Ensure good coordination of Health and mental health activities with all relevant stakeholders

 

Education and professional experience

 

  • Master’s degree in public health, sociology, psychology, international development, or other related degree
  • Experience in providing training/coaching
  • At least 4 years of experience in related field
  • Previous experience with NGO

  • Adherence to Blue Mission’s values, policies and protocol and capacity to enforce procedures
  • Significant demonstrable experience of management of multidimensional, complex, donor-funded program
  • Ability to conduct and coordinate training and participatory assessment
  • Leadership skills
  • Focused, confident, and observant, reliable and confidential
  • Very good understanding of the Lebanese humanitarian context, and specifically the South governorate
  • Arabic native speaker and very good proficiency in English, written and oral
  • Excellent communication skills
  • Excellent knowledge of the Pack Office, including Excel and Word
  • Respect the time schedule and be at work on time

  • Capacity to work under pressure and manage personal stress levels
